JAKARTA - The Ministry of Human Rights (HAM) and the Provincial Government (Pemprov) of Southwest Papua (PBD) discussed efforts and systems for returning refugees to their hometowns in Maybrat Regency.

The Director General of Human Rights Services and Compliance, Munafrizal Manan, said that he came directly to PBD to ensure that the process of handling refugees in Maybrat returned to their village to run optimally.

"I have heard a lot of detailed information about the handling of the return of refugees, I think the handling is quite clear," he explained after attending a coordination meeting with the Provincial Government of Southwest Papua and the Maybrat Regency Government together with the local Regional Leadership Coordination Forum (Forkopimda), Wednesday, April 23, which was confiscated by Antara.

The presence of the Ministry of Human Rights, he said, was to hear and see firsthand the current conditions for handling the return of refugees in Maybrat.

"We are quite happy that the handling of the return of refugees has been carried out by the local government properly," he said.

It's just that, he said, a number of obstacles that have hampered the process of repatriating refugees in several villages are still not running.

The obstacle will be an important note for him to then be submitted to the relevant ministries and institutions to support the process of handling the repatriation of refugees to his hometown in Maybrat Regency.

"Constraints regarding inadequate road access will later become our concern to convey to the relevant ministries," he said.

Deputy Regent of Maybrat Ferdinando Salossa said this meeting with the Ministry of Human Rights was an important part of synergizing in dealing with problems that were obstacles to the repatriation of refugees in Maybrat Regency.

"Nevertheless, we have been trying since 2021 to send refugees back to their hometowns," he said.

He said that of the approximately 6,000 refugees in five districts, namely South Aifat District, Middle East Aifat, East Aifat, Far East Aifat and South East Aifat, 1,400 refugees from 172 families had returned to South Aifat District.

"Community activities, health and education services have been running as usual," he explained.

Then, the local government is also trying to repatriate refugees to Aifat Timur Tengah and Aifat Timur.

Meanwhile, those that have not at all are Aifat Timur Jauh and Aifat Timur Selatan. The obstacle is road access that has not been connected so that it becomes the main problem in the process of returning the refugees.

"The road from the Maybrat Regency Flats to Bintuni Regency is a transnational road section. This road section has not been built properly, so we hope this will become the attention of the central government," he hoped.

The road construction, he said, also concerns humanitarian services from local governments to four inland districts, namely East Aifat, Far East Aifat, Middle East Aifat and South East Aifat.

"We hope that the central government pays attention to the construction of this road access to support the services and repatriation of refugees," he hoped.

So far, the Maybrat Regency Government has been trying to make efforts to repatriate refugees to the four districts. This effort is to support the priority program of the Maybrat Regency Government which wants the area to be safe, so that basic community services in 24 districts and 259 villages and one village head can run optimally.

He admitted that regarding the data on refugees, the local government still has not determined the exact data regarding refugees in the five districts, because the refugees who have returned to their hometowns have left their villages and spread in several areas such as South Sorong, Sorong Regency and Sorong City.

"Because they went with their children in the area to go to school, it is difficult for us to determine the exact data," he said.
