JAKARTA - Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia carried out direct checks on the construction of the Refinery Development Master Plan (RDMP) project which was worked on by PT Kilang Pertamina Balikpapan (KBP).

From the results of the checks, Bahlil revealed that the development of the completion of the National Strategic Project (PSN) was not in accordance with the set target. For this reason, the government encourages to continue to accelerate the settlement.

"Earlier I saw that the lack of progress and progress of the work had reached 91 percent. I admit that based on a presentation from Pertamina friends, there was a progress deficit. However, I have asked them to be accelerated, initially in September (2025), but I ask that it be advanced in any way so that it can lead to energy resilience," said Bahlil, quoted Monday, December 16.

Bahlil assessed that the existence of the Balikpapan RDMP was very strategic in realizing energy resilience in accordance with the direction of the President of the Republic of Indonesia, Prabowo Subianto, as outlined in the Asta Cita program. The construction of the Balikpapan RDMP is projected to boost national oil production.

"The addition of this refinery will be able to produce oil production so that it is 100.000 barrels per day. Previously it was 260,000 barrels per day, now it only has to add 100.000 barrels per day. So the total is 360,000 barrels per day. If we can finish this in a short time, it will reduce our imports," concluded Bahlil.

For information, the RU V Balikpapan refinery is the second largest oil processing refinery in Indonesia with a refinery capacity of 260 Kilo Barrels Per Day (KBPD) or 25.2 percent of Pertamina's total refinery capacity, a refinery area of 283,82 Ha and a total of 1,771 workers.

The Balikpapan RDMP project itself will be able to increase refinery capacity from 260 KBPD to 360 KBPD, improve product quality from EURO II to EURO V, to increase fuel products from 197 KBPD to 339 KBPD and LPG products from 48 Kilotonnes per Annum (KTPA) to 384 KTA.
