Based on the results of the investigation and investigation, said Munawal, it is suspected that there was a game from the beginning to the implementation of capital participation in the bank, so it should be suspected that it caused state losses.
"In addition, it was also found in the administrative inclusion process. Where there should be some letters that must be fulfilled, but these conditions have never been met," he said.
According to Munawal Hadi, the conditions that were not met ranged from the compiler to the implementation of the budget. In the implementation of the budget by BPRS, it also does not apply the precautionary principle, such as financing which causes the bank to suffer losses.
"The regional government's capital participation fund is state money, which should be managed with the precautionary principle. In its management, investigators find that the state money is intended not according to the mechanism," said Munawal Hadi.
