Ministry Of PANRB Finalizes Scenario For Transferring ASN To IKN

JAKARTA - The Ministry of Administrative Reform and Bureaucratic Reform (PANRB) continues to move quickly to finalize several scenarios for the transfer of state civil servants (ASN) to the capital city of the archipelago (IKN).

PANRB Minister Abdullah Azwar Anas wants to ensure that the performance of the government at IKN continues to be productive when it moves to IKN.

"Today we are following up on President Joko Widodo's directives at the end of last week where the PANRB Ministry was asked to coordinate a comprehensive ASN transfer scenario in the short, medium and long term. We have prepared several scenarios, ranging from ideal scenarios to gradual scenarios," Anas said in a statement quoted by ANTARA, Monday, January 22.

In making the ideal scenario related to the transfer of ASN, the PANRB Ministry also continues to map out the number of ASNs who will move to work at IKN.

The reason is, the dynamics related to the transfer of ASN continues to grow, adapting to the development capabilities at IKN and the number of housing that will be ready to be occupied later.

Minister Anas said to prepare a scenario for the transfer of ASN, the Ministry of PANRB did not work alone.

In parallel, the scenario was prepared together with OIKN, the Ministry of Public Works and Public Housing (PUPR), the Ministry of National Development Planning (PPN), the Ministry of State Secretariat, the Ministry of Home Affairs, and the Ministry of Finance.

In addition, coordination is also carried out with elements of defense and security involving the Ministry of Defense, TNI, and Polri.

The PANRB Ministry will also intensify coordination with various ministries and institutions related to data on mapping the number of ASNs who will move from each agency.

Not only that, the PANRB Ministry is also asked to prepare the number of ASN needs, both those proposed from existing ASN and those who will be recruited, from each ministry and institution for placement in IKN.

For this reason, in proposing the need for the 2024 CASN Selection, it is necessary to prepare a special formation prepared to directly work at IKN. Not only from the IKN Authority, but also from all elements of the central government who will move to IKN according to the stages.

"The president requested that we also prepare a formation for the need for fresh graduates, not only for the IKN Authority, but also for all ministries and institutions that will move to IKN Nusantara," he said.

In making this scenario for the transfer of ASN to IKN, the Ministry of PANRB does not only coordinate the number of ASN from the central government who will move.

More than that, the PANRB Ministry must also prepare a scenario so that the government function can run optimally.

"Of course we coordinate with ministries/agencies how much is really needed for superior talents who will be selected by ministries/agencies to directly work at IKN Nusantara," continued Anas.

Apart from being related to human resources from the apparatus, the PANRB Ministry is also tasked with preparing governance to be carried out at IKN. Anas said that an integrated electronic-based government system (SPBE) must also be mature to be implemented in IKN.

"This is related to the digital transformation of government, especially the State Apparatus Service portal, so that the scenario for the transfer of ASN and governance systems runs simultaneously and is integrated with each other. This is in line with the management technology (GovTech) which we are also preparing," he said.

To support effective governance in IKN, good implementation of SPBE and several supporters is needed. Among them are data and information interconnection, interoperability of applications and information technology, as well as system standards and information security. In addition, it also requires the thematic cross-cutting business process, integration of digital sharing services, and shared office.
