Minister Siti Puji Banyumas And Cilacap Handling Waste Problems: Other Regions Can Examples
Minister of Environment and Forestry, Siti Nurbaya

JAKARTA - Following up on President Jokowi's directive to solve the waste problem in Indonesia, in 2-3 weeks the Ministry of Environment and Forestry complements the work of in-cognito on the field. "Until now, the role and initiative of the Regional Government has been growing, as well as technology, the role of the community at the grass root level and the role of the thinkers community, group assistants, observers/activists and field practitioners. And the important thing is also the opportunity towards waste efforts to be a blessing with the support of private off-takers," said Minister of Environment and Forestry, Siti Nurbaya in Cilacap and Banyumas Regencies, Sunday, January 8 yesterday.

Minister Siti continued, so that apart from the waste problem being resolved, social problems can be overcome and economically can also generate income and most importantly just go to an increasingly healthy and sustainable environment.

"As a series of work referred to, on Sunday, January 8, I went to Cilacap Regency and Banyumas Regency in the field and explored how the implementation of a comprehensive and integrated Law 18/2008, implemented waste management from upstream to downstream by involving multi-stakeholder collaboration according to their respective roles and responsibilities," explained Minister Siti, quoted from a press release received by the editor.

Law Number 18/2008 can overcome waste problems with commitment and hard work in its implementation and with efforts to maximize its application involves: (1) Support to local governments for their capacity strength; (2) Partnerships and community participation and the business world; and (3) Economic supervision and assistance and circular assistance.

This can be seen and confirmed positively and very well in Cilacap and Banyumas. The combination of the leadership work of the Regional Government/Regional Head; the use of RDF technology, composting and pyrolysis; and real work of community participation through the Community Self-Help Group (KSM); and the work orientation of the business world, BUMD/private sector including as offtakers.

"That is the main factor in how to approach a very strategic solution, the example of both being confirmed in Cilacap and Banyumas. Various other regions can follow the technical policies of the field and the workings of the Banyumas Regional Government and the Cilacap Regional Government which are very good," explained Minister Siti.

Furthermore, Minister Siti explained that several derivative regulations of the Waste Law already exist and are very supportive such as PP No.81/2012 concerning the Management of Household Waste and Similar Waste of Household; PP No.27/2020 concerning Specific Waste Management; Perpes No. 97/2017 concerning Jakstranas; Presidential Regulation No. 35/2018 concerning the Acceleration of Construction of Waste Processing Installations into Environmentally Friendly Technology-Based Electric Energy; Regulation of the Minister of Environment and Forestry No.75 of 2019 concerning the Sampel Reduction Roadmap by Producents; Minister of Environment and Forestry No.14 of 2021 concerning Waste Management at Waste Banks; Circular of Waste sorting from home, minimization of waste, eco-office, and others. Likewise, there is already a Governor/Regent/Regional Regulation on Waste Restriction; Minister of Public Works No.3/2013 concerning the Implementation of Waste Infrastructure Facilities in Handling SSSRT SRT; Minister of LHK No. P.10/2018 concerning Jakstrada; Minister of Home Affairs No. 79 of 2018 concerning BLUD; Minister of LHK No. 6 of 2022 concerning SIPSN, and several others.

The achievement of national waste management performance until the end of 2021, managed to manage waste up to 64.56 percent of the target of 100 percent of managed waste by 2025. This figure consists of 15.62 percent of the national waste reduction performance, from the 30 percent target by 2025. Then 48.94 percent of the national waste management performance achievement from the 70 percent target by 2025.

Learning from the work of the Regional Government of Banyumas and Cilacap districts and the role of KSM, the community as well as BUMD and the private sector of Bumi Suksesindo are very important and interesting for national replication; of course with the consideration of each regional condition. Thus the national target in 2025 will be achieved.

The Ministry of Environment and Forestry in 2023 until the middle of this year will finalize targets and standards as well as field strategy arrangements with regions whose orientation is Zero Waste Zero Emission by 2030. The Ministry of Environment and Forestry continues to exercise between 2030 and 2040 for zero emissions, in addition to zero waste in 2030.

"Of course, some things in the field are still being identified to be perfected. We are working hard for it. It is the government's job to facilitate and that is what the Ministry of Environment and Forestry continues to do to explore theulation of President Jokowi's policies to solve waste problems nationally; and the results must be seen," concluded Minister Siti.
