JAKARTA - The Civil Society Coalition to Guard the Clean Election asked the General Elections Commission (KPU) to continue to accommodate the provisions for submitting reports on receiving campaign fund donations (LPSDK) by election participants in the 2024 General Election.

"The Indonesian KPU will continue to accommodate reports on receiving campaign donations for the upcoming 2024 General Election," said representatives of the Civil Society Coalition, Guarding the Clean Election of Kurnia Ramadhana, as reported by ANTARA, Monday, June 5.

According to Kurnia, the Civil Society Coalition, Guarding the Clean Election, assessed that LPSDK is not new to be implemented in the implementation of elections, and has even been implemented since 2014 so that election organizers have felt the benefits.

Next, the coalition also assessed that the submission of LPSDK was important to ensure that the implementation of the 2024 General Election was based on anti-corruption values, which contained the principle of integrity, both transparency and accountability.

Previously, the KPU removed the bookkeeping and submission provisions of LPSDK from election participants to the KPU for the 2024 General Election.

"LPSDK was removed because it was not regulated in Law Number 7 of 2017 concerning general elections (UU Pemilu)," said member of the Indonesian KPU Idham Holik, in a hearing (RDP) held by Commission II of the DPR RI with the Indonesian KPU, the Election Supervisory Body (Bawaslu) RI, the Election Organizing Honorary Council (DKPP), and the Ministry of Home Affairs (Kemendagri) at the Parliament Complex, Jakarta, Monday (29/5).

Previously in the 2019 Election, as stipulated in KPU Regulation (PKPU) Number 34 of 2018 concerning election campaign funds, the KPU required every election participant to submit LPSDK to them, but for the 2024 General Election, the KPU removed the provisions in the PKPU draft regarding campaign fund reporting.

PKPU Number 34 of 2018 stipulates that 2019 election participants are required to prepare bookkeeping for receiving campaign donations they received after the bookkeeping of initial campaign funds (LADK) and convey to the KPU according to their level.

Apart from being that LPSDK is not regulated in the Election Law, Idham also said that the KPU removed the provision because the 2024 election campaign period was shorter than the campaign period in the 2019 Election which lasted for six months and three weeks.

The increasing campaign period has made it difficult to place the LPSDK delivery schedule. As regulated in Attachment I of PKPU Number 3 of 2022, the campaign period for 75 days will start on November 28, 2023 and will end on February 10, 2024," he said.

Next, the KPU also decided to abolish the provisions for the submission of LPSDK by election participants because information regarding the receipt of campaign donations had been published in the LADK and reports of receiving campaign funds (LPPDK).

"The LPSDK information gained has been listed in LADK and LPPDK," said Idham.
