The investigation into the case was stopped after the prosecutor examined 24 witnesses from the seven related services/agencies that were reported.
"After examining the witnesses, it turns out that no one has given information that there is such a gratuity," continued Kajati.
"Not a single statement was found to prove to the prosecutor that there was gratification, so this case has been closed," said Rorogo.
According to him, this case had caught the attention of local people who staged demonstrations.

Initially the prosecutor's office received a report that the handling of this project was delayed because it was not in accordance with the contract period and the tools and training were not available.
