In Front Of Commission VII, The Minister Of Energy And Mineral Resources Explained The Proposal To Be Included In The EBET Bill

JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) and Commission VII of the DPR RI held a working meeting (raker) to discuss the power wheeling scheme that will be included in the Draft Law on New Energy and Renewable Energy (EBET). Previously, from the 574 List of Problem Inventory (DIM), Commission VII had not included a power steering scheme.

The Minister of Energy and Mineral Resources, Arifin Tasrif explained, the mechanism is listed in the provisions for the fulfillment of EBET supply in articles 29A and 47A.

"So this is a formulation of network cooperation or open access. In general, the formulation of network cooperation provisions or open access regulates the necessity of business area holders to meet consumer needs for electricity sourced from EBET," Arifin said in Raker, Monday, November 20.

He continued, if the holder of the business area, in this case PLN, cannot meet consumer needs, consumers can be given electricity supply through points to points of cooperation in the use of power generation leases or electricity buying and selling agreements with other business district holders.

"The mechanism referred to at number 2 is carried out through a transmission and or distribution business or also if the English is power steering," said Arifin.

Then to carry out the transmission and/or distribution business, it is mandatory to open access to electricity distribution from EBET sources by charging costs regulated by the government on condition that they maintain and pay attention to the reliability of the customer service quality system and the economy of the transmission and electricity distribution business license holders.

He continued, the formulation for meeting EBET's electricity needs was based on the General Plan for the Provision of green Electricity (RUPTL) and the improvement of the DIM of the EBET Bill had been submitted to the DPR.

The improvement contains three points, among others, first, to optimize the use of EBET, electricity business holders must meet consumer needs for the provision of electricity, which is partly or entirely sourced from new and renewable energy.

Second, meeting consumer needs for the provision of electricity, which is partly or entirely sourced from EBET, as referred to in paragraph 1 must be carried out based on a business plan to provide electricity that prioritizes EBET and can be carried out by joint use of transmission networks or distribution networks through a network rental mechanism.

"Third, meeting consumer needs for the provision of electricity, which is partly or entirely sourced in ebet as regulated in government regulations," concluded Arifin.
