JAKARTA - Recently, the Downstream Oil and Gas Regulatory Agency (BPH Migas) issued a regulation regarding the issuance of a recommendation letter for the purchase of subsidized fuel.

The regulation is contained in Regulation of BPH Migas Number 2 of 2023 concerning Issuance of Recommended Letters for the purchase of Certain Types of Oil Fuel (BBM) and Types of Special Assignment Fuel (JBKP) and is an effort to regulate, supervise the supply and distribution of subsidized fuel oil (BBM) according to its designation.

Committee BPH Migas Saleh Abdurrahman said, at the same time, this regulation also provides convenience for stakeholders in issuing recommendation letters.

This regulation, he said, contains more detailed technical instructions and uniformity in the issuance of recommendation letters for the purchase of JBT of Solar Oil and JBKP Pertalite by the issuer of recommendation letters.

This is expected to make it easier for users through a recommendation letter to be able to access energy in all regions of the Unitary State of the Republic of Indonesia.

"The regulation of BPH Migas Number 2 of 2023 is a refinement of the Regulation of BPH Migas Number 17 of 2019, which originally only regulates the issuance of a recommendation letter for the purchase of Solar Oil but now also regulates the recommendation letter for the purchase of Pertalite," said Saleh, Saturday, October 28.

The management of the recommendation application file becomes simpler and free of charge.

This regulation also provides flexibility for users with changes in the timeframe for the application of a letter of recommendation from 1 month to 3 months and a maximum of 3 months for consumers of fishermen, and can be represented by management and collection to one of the users who are included in the collective list by providing a valid power of attorney.

"We open opportunities in the latest regulations, so that it is easy for local governments to understand. Such as using a digitalization system, so that recommendation letters can be issued more quickly," said Saleh.

Saleh also explained further that this regulation responds to the latest dynamics in the field in terms of the distribution of JBT and JBKP.

Meanwhile, Committee BPH Migas Wahyudi Anas said, Letter of Recommendation is a letter issued for the purchase of certain types of diesel fuel or Types of Special Fuel Assignment of Pertalite in a certain volume and period to User Consumers.

BPH Migas continues to make improvements and utilize information technology to facilitate stakeholders in issuing recommendation letters. The goal is that there will be uniformity of data and documents in the issuance of recommendation letters.

The recommendation letter will be equipped with a QR Code as a reference for the Purchase of BBM JBT Solar and JBKP Pertalite at the Public Fuel Filling Station (SPBU).

The volume in the Recommendation Letter is the certainty of the need for Subsidized Fuel and State Compensation in the documented communities in the relevant Regional Government, Assignment Business Entities and Oil and Gas BPH.

User consumers JBT Solar and JBKP Pertalite are divided into 5 types, namely the first Micro/UMKM Business (a tool engine whose driving motor is JBT/JBKP). Second, Fishery Business is for JBT, which is fishermen with up to 5 Gross Tonage (GT) registered vessels, 5-30 GT registered and small-scale fish cultivators.

For JBKP, fishermen with boats up to 5 GT, small-scale fish cultivators, power generators up to 15,000 watts and water pumps up to 24 PK.
