SKK Migas Will Disband, Dwi Soetjipto Opens Voice

NUSA Dua - Pemerintah tengah mengodok revisi Undang-Undang No.22 Tahun 2001 tentang Minyak dan Gas Bumi (UU Migas).

With this revision, the role of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) as the management of Upstream Oil and Gas Business Activities is in danger of being disbanded.

Responding to this, the Head of SKK Migas Dwi Soetjipto said that he estimated that the institution he led might only be converted into a Special Oil and Gas Business Entity and not disbanded.

"I estimate that SKK Migas will turn into a special business entity. Not disbanded but transformed into a Special Business Entity," said Dwi when met on the sidelines of The 4th International Convention on Indonesian Upstream Oil and Gas Industry 2023 (ICIUOG), Wednesday, September 20.

Dwi added that this is because establishing a new business entity is not an easy matter and requires many experienced and quality Human Resources (HR).

"We now have SKK Migas, therefore the equipment owned by SKK Migas can be utilized. SKK Migas assets are sustainable resources," concluded Dwi.

Previously, member of Commission VII DPR RI Mulyanto explained that this oil and gas bill was an initiative from the DPR RI and in accordance with the mandate of the Constitutional Court (MK) which carries out the Judicial Review (JR) function of the Oil and Gas Law which requires the Oil and Gas Implementing Body to have a regulatory function.

After BP Migas was disbanded and replaced with SKK Migas, he said, the Migas Law was also revised again according to the institutions expected by the Constitutional Court.

For your information, SKK Migas was formed because the Constitutional Court dissolved the Upstream Oil and Gas Business Activity Implementing Agency (BP Migas) in 2012.

Furthermore, the Constitutional Court mandates that the government form a new business entity that implements policy functions as well as entrepreneurship.

Mulyanto added that the revision of the Oil and Gas Law had completed the harmonization process in the Legislative Body.

"Baleg yesterday was harmonized, now the ball is waiting to be brought to Plenary. When it is finished we will send it to the President, the President will send Surpres and his DIM and within 60 days the President will send it to the DPR for the next Panja for the Oil and Gas Bill to be formed," continued Mulyanto.

Furthermore, he added, later BUK, who will replace SKK Migas, will have the function of regulatory, policy and company.
