JAKARTA The Ministry of Maritime Affairs and Fisheries (KKP) has stopped the special terminal construction project (suspected) on reclamation land without the Approval of suitability of Sea Spatial Utilization Activities (PKKPRL) covering an area of 0.4 hectares in Batu Putih, Lingga Regency, Riau Islands.

In addition to the termination, the KKP will also impose administrative fines on PT BBP as the party deemed responsible.

KKP findings in the field show that the project was carried out without PKKPRL, and is suspected to have caused damage to fish resources and the environment in the reclamation area being carried out.

"It is true that the project has not been equipped with PKKPRL and has resulted in damage to fish resources and their environment," said Adin Nurawaluddin, Director General of Marine and Fishery Resources Supervision (PSDKP) in a press release, Saturday, January 14.

Previously, the Special Police for Supervision of the Water and Small Islands (Polsus PWP3K) Pangkalan PSDKP Batam had indicated damage to fish and environmental resources for these reclamation activities through field inspections, as well as collecting materials and information.

Based on the results of inspections at the project site, a jetty Marginal-type dock has been built of 170x23 m of rock, soil and sand material with a T-shaped jet tip measuring about 45x12 m.

The jet will be used as a ship dock with a maximum capacity of 300 feet or the equivalent of 3,000 Deadweight tonnage (DWT).

"After further investigation, apparently the reclamation land is in the reserve zone for the Lingga Regional Water Conservation Area, where the use of the conservation zone space has not been regulated," said Adin.

Adin said the construction of this jet was thought to have taken place since July 2021, which began with hoarding or reclamation (outside the coastline) without PKKPRL documents and a Reclamation Permit.

Following up on the results of the investigation, Adin emphasized that his party had imposed a Government Paksaan as an application of administrative sanctions by installing a board of termination of reclamation activities.

"This firm stance is carried out to increase the compliance of business actors in order to carry out sea space utilization activities in accordance with applicable regulations," said Adin.

As compensation for damage to fish resources and the environment that has been carried out, PT BBP will also be subject to administrative sanctions, in the form of administrative fines, and can be subject to further sanctions if within a specified period of time it does not immediately stop project operations.
