The Location Of The Kediri Tulungagung Toll Road Built By The Gudang Garam Cigarette Company

YOGYAKARTA Indonesian cigarette company PT Gudang Garam Tbk is the initiator of the toll road that will connect Kediri and Tulungagung. The length of the toll road reaches 44.51 kilometers (km). Kediri Tulungagung Toll Road will pass through several areas and is currently still in the evaluation stage of the Participants Prequalification Document.

Quoting the nongkpbu.pu.go.id site, this project is a continuation of the Kertosono Kediri Toll Road and became a National Strategic Project.

On the Kediri City Government website, it is stated that the Mayor of Kediri Abdullah Abu Bakar has held a socialization regarding the plan to build the Kediri-Tulungagung Toll Road. The socialization was held by involving the affected residents as many as 1,031 on October 31, 2022.

The residents affected by the toll road construction came from 2 sub-districts and 8 sub-districts including Mojoroto and Kota Districts, in eight sub-districts namely Semampir, Bujel, Sukorame, Pojok, Mrican, Gayam, Ngampel, and Mojoroto sub-districts.

Sukaji, M.Si has socialized land acquisition for the construction of the Kediri-Tulungagung Toll Road on Monday, October 24. The event was attended by residents affected from 14 villages from 4 sub-districts. The sub-districts include Karangrejo, Kedungwaru, Kauman, and Tulungagung sub-districts.

The Kediri Tulungagung Toll Road is located in the administrative area of East Java Province which connects Kediri City and Kediri Regency with Tulungagung Regency. The length of the toll road itself will stretch 44.52 km.

The project is a Government Cooperation with Business Entity (PPP) project with the initiator PT Gudang Garam.

The Kediri Tulungagung Toll Road project itself has been listed in Presidential Regulation Number 80 of 2019 concerning the Acceleration of Economic Development in Gresik - Bangkalan - Mojokerto - Surabaya - Sidoarjo - Lamongan, Bromo - Tengger - Semeru Areas, as well as Selingkar Wilis and South Cross areas.

Quoted from the nodkpbu.pu.go.id site, this toll road is a continuation of the Kertosono - Kediri toll road that crosses the Dhoho Kediri Airport area in Banyakan. It is hoped that this toll road can encourage economic growth, especially in the South part of East Java as well as become road access to Kediri Airport.

The investment value of the Kediri - Tulungagung toll road reaches IDR 10,256 trillion with a concession period of 50 years. The project linkup itself includes land acquisition funding, technical planning, construction implementation, operation, and road maintenance.

The head of the Land Procurement Team for the Kediri-Tulungagung Toll Road from the Ministry of PUPR, Zulfawandi, explained that the land acquisition process in this project will be carried out in four stages, namely the planning stage, the preparation stage, the public consultation stage, and finally the implementation stage by involving many stakeholders.

As explained earlier, the Kediri Tulungagung toll road project is a PPP project between the Government and the private sector, in this case PT Gudang Garam.

KPBU itself is a form of cooperation between the public sector (Pemerintah) and the private sector (Swasta) in providing public service facilities that are bound through agreements. In its implementation, KPBU is held in four stages, namely planning, preparation, transactions, and implementation of the KPBU agreement.

In the planning stage, the Minister/Head of Institutions/Regional Heads/BUMN/BUMD directors will prepare a plan for the budget for funds, identification, decision making, and preparation of the KPBU Plan List.

Meanwhile, in the stage of preparing for the PPP, the Minister/Head of the Institution/Head of Regionals/Directors of BUMN/BUMD who are in charge will produce Prastudi Kelayaan documents, Government support plans and Government guarantees, determination of procedures for returning investment by the Implementing Business Entity, and land acquisition.

In the transaction stage carried out by PJPK by reporting market interest assessments, location determinations, procurement of implementing business entities, signing agreements, and Financial Closes.

For the last stage, the implementation of the PPP which includes the construction and operation stages until the end of the KPBU agreement.
