PT Pelabuhan Indonesia (Persero) or Pelindo is preparing special access for the New Priok Eastern Access (NPEA) to the Kalibaru terminal area, Cilincing, North Jakarta, to support the operation of the New Priok Container Terminal (NPCT).

"NPEA needs to be built in line with the development of NPCT 2 and NPCT 3 which will be completed in 2024," said Pelindo President Director Arif Suhartono in Jakarta, quoted from Antara, Wednesday, November 2.

Arif said that currently NPCT 1 capacity is around 1.5 million TEUs. If the construction of NPCT 2 and NPCT 3 is complete, then the capacity of the three terminals in Kalibaru will reach 4.5 million TEUs.

He conveyed that access to ports that have only been supported by arterial roads will not be adequate and there is the potential for queues at ports and pile-up of trucks on arterial roads and the Jakarta Outer Ring Road (JORR) Section E Cikunir Ramp-Cilincing.

According to Arif, to overcome the potential congestion problem, Pelindo initiated the construction of the east access road.

The length of this special access road reaches 6.6 kilometers, half are on land, the other half at sea.

The starting point for this paid non-toll road is at kilometer 30 from the direction of the Cibitung-Cilincing (JTCC) Toll Road, and ends in the Kalibaru area. This road will consist of two directions, each three lanes.

After operation, special roads for access to the east can be reached from the direction of JTCC and also from the direction of JORR Section E.

He said, the distance from the Cilincing Interchange (interchange) to the special east access road door is only about four kilometers.

"Later, there will be an access fee to be able to enter the NPEA. Even though it is paid, the NPEA is not a toll road. This road is specifically for container trucks that will enter the NPCT area," he said.

Furthermore, Arif revealed that Pelindo is currently still communicating with the Indonesian Navy and the Nusantara Bonded Area (KBN) because part of the NPEA will cross the land of the two institutions.

"Our target is that the NPEA construction will be completed in mid-2024, together with the completion of the NPCT 2 and NPCT 3 constructions," he said.

This special road can later be accessed from both JORR Section E and from JTCC. This east access road will complement another Pelindo project, namely the Cibitung-Cilincing Toll Road.

The construction of this toll road is intended to facilitate and accelerate the flow of goods from eastern Jakarta.
