The Government Plans To Establish Pension, Taspen And Asabri Funds To Be Merged?

JAKARTA - The government through the Ministry of Finance (Kemenkeu) is said to be soon establishing a pension fund institution specifically to pay the pensions of state civil servants (ASN) in the future.

Director General (Dirjen) Budget of the Ministry of Finance Isa Rachmatawarta said this discourse was also an implementation of the agenda for changing the pension payment scheme from pay as you go to full funds.

In a way, paying as you go, ASN pension funds that have retired are actually paid by ASN who are still working. So the government value is not effective. Then, we plan to replace them with a fully funded scheme, namely ASN who are still working are required to pay dues and later after retiring, the money given comes from the fee earlier," he said when met at his office on Monday, August 29.

According to Isa, the government's full funded system is still reviewing how much pieces of contributions will be imposed on ASN.

"Well, this pension payment will later be distributed by a new pension fund institution," he said.

He did not deny that in the future there will be a merger of several government-owned pension institutions such as Taspen and Asabri.

"It depends on the government's policy later on how, we are still studying it," he said.

In his statement, Isa said that the number of pension payments every year continues to increase.

The benefits of retiring in 2022 are estimated at IDR 119 trillion. This trend continues to increase, such as 2021 of IDR 112.2 trillion. Then in 2020 it was IDR 104.7 trillion, in 2019 it was IDR 99.7 trillion, and in 2018 90.8 trillion. This is the total pension benefit paid to ASN in the center and regions," he explained.

Furthermore, Isa himself could not confirm when this pension fund institution would be established.

"It's still being studied, just waiting," he concluded.
