4G BTS Corruption Allegation Trial, Witness Says There Is A Change In Project Payment Termin

JAKARTA - Director of Commerce or Commercial of PT Aplikanusa Lintaarta, Alfi Asman said there was a change in payment terms for the 4G base transceiver station (BTS) tower procurement project and supporting infrastructure 1, 2, 3, 4, and 5 regulated by the Telecommunication and Information Accessibility Agency (BAKTI).

This statement was conveyed by Alfi Asman when he was presented as a witness in the alleged corruption case of the BTS 4G BAKTI project at the Ministry of Communication and Information (Kemenkominfo).

It started when Alfi responded to a question from the Account Director of Integrated Account Department of PT Huawei Tech Investment, Mukti Ali regarding the payment contract.

Then, Alfi said that changes in payment terms were not proposed by the 4G BTS 3 package consortium, but BAKTI.

"So at that time there was a socialization from BAKTI that there would be a change in the payment term. Then, we were asked by the consortium to send it to BAKTI," he said.

Then, Arya Damar as President Director of PT Aplikanusa Lintaarta who was also presented as a witness said the package 3 consortium had completed 90 percent of its work as of March 2022.

Evidenced by the signing of the Work Result Examination Report (BAPHP) with the Commitment Making Officer (PPK).

Meanwhile, 10 percent of the work has not been completed due to several factors, including the state of the crocodile and the displacement of the location, which the BAKTI has known through weekly meetings with the consortium.

However, although the completion of the work has almost reached 100 percent, PT Huawei Tech Investment as the technology owner has not yet received full payment.

The consortiums that are members of work on package 3 consist of PT Aplikanusa Lintaarta, Huawei, and PT Surya Energi Indotama. This consortium works on 1,795 towers in villages or sub-districts in West Papua and Central Papua.

"The entire process and rules to work on the 4G Kominfo BTS project fully feels in Bakti's hands as a user or the party conducting the project," said Arya.

In the case of alleged corruption of BTS 4G was carried out by former Minister of Communication and Information (Menkominfo) Johnny G Plate; Commissioner of PT Solitech Media Sinergy Irwan Hermawan; President Director of PT Mora Telematics Indonesia Galumbang Menak; former President Director (Managing Director) BAKTI Anang Achmad Latif; and former Human Development Expert (HUDEV) Universitas Indonesia, Yohan Suryanto.

Account Director of Integrated Account Department of PT Huawei Tech Investment, Mukti Ali; President Director of PT Basar Utama Prima, Muhammad Yusrizki Muliawan; and Director of PT Multimedia Berdikari Sejahtera Windi Purnama.

The defendants and suspects are suspected of having caused state financial losses of Rp. 8.032 trillion in the BTS 4G Bakti Kominfo tower supply project.
