Responding To DPRD Criticism, DKI Provincial Government Affirms ITF Is Not Mandatory To Build

Head of the DKI Jakarta Environmental Agency, Asep Kuswanto, emphasized that the Sunter Intermediate Treatment Facility (ITF) is not mandatory for the DKI Provincial Government to build.

This is in response to DPRD's criticism about the cancellation of the Sunter ITF development this year, while the processing of waste into electrical energy is included in the national strategic program (PSN) of President Joko Widodo's government which is detailed in regional regulations (perda).

"Indeed, the regulation in the regional regulation does not mention the obligation to build the ITF," Asep told reporters, Wednesday, August 2.

Asep explained, Regional Regulation Number 4 of 2019 concerning Amendments to Regional Regulation Number 3 of 2013 concerning Waste Management mandates the DKI Provincial Government to provide waste management service costs for those who build waste processing facilities.

From this regional regulation, the DKI Provincial Government at that time assigned BUMD to build ITF with investors, one of which was located in Sunter, North Jakarta. Until finally, the initial ITF Sunter capital budget in the 2023 APBD was canceled.

"Perda 4 only writes that there is a waste management service fee for parties who build waste management. Now, the governor's regulation of assignments continues, that assignment then becomes the basis for Jakpro and then Sarana Jaya to build ITF," said Asep.

Moreover, the DKI Provincial Government is currently developing waste processing with the Refuse Derived Fuel (RDF) as a means of processing Jakarta waste which is considered more efficient in terms of budget.

The first RDF has been operating at the location of the Bantargebang Integrated Waste Disposal Site (TPST), Bekasi. Furthermore, the DKI Provincial Government plans to rebuild 2 RDFs in Rorotan in North Jakarta and Pegadungan in West Jakarta.

"RDF and ITF are means for waste management, it must be understood like that that the point is indeed from the DKI Provincial Government how the waste is managed properly," he said.

Previously, member of Commission C of the DKI Jakarta DPRD, Manuara Siahaan, admitted that he was surprised by the decision of the DKI Provincial Government to cancel the construction of the Sunter ITF this year.

In fact, this waste processing project into electricity has received an allocation of regional capital participation (PMD) of IDR 577 billion in the 2023 APBD as the initial capital for its construction. Moreover, ITF Sunter is included in PSN.

"The problem now is whether the ITF has been evaluated or not? Suddenly a statement exploded that it was not continued for reasons a, b, c, d, e. Don't give the bitter pill and end up getting stomach pain," said Manuara at the DKI Jakarta DPRD Building, Tuesday, August 1.

Pengakuan Pemprov DKI dalam rapat hari ini, proyek ITF Sunter belum juga dibangun lantaran pemerintah khawatir tak mampu membayar biaya tiping fee kepada mitra pengelola fasilitas pengolahan sampah tersebut.

Based on the results of a feasibility study, the DKI Provincial Government must pay a tipping fee of Rp. 500 thousand to Rp. 700 thousand per tonne of waste processing in the period of 20 to 30 years.
