Not Yet Complete, New Jakarta Working Hour Settings Trial For DKI Provincial Government Employees

Head of the DKI Jakarta Transportation Agency, Syafrin Liputo, said that his party would only conduct a trial of regulating working hours for DKI Jakarta Provincial Government employees first.

That way, the policy of distributing working hours at 08.00 WIB and at 10.00 WIB has not been fully applied to private employees.

This was decided after the focus group discussion (FGD) on the plan to arrange working hours which was also attended by experts, business groups, and other stakeholders.

"What is being done is how to arrange for the internal DKI Jakarta Provincial Government first. We will try it here, while we will evaluate it," said Syafrin at DKI Jakarta City Hall, Monday, July 10.

However, Syafrin did not reveal what factors underlying working hours arrangements could not be implemented to employees in all agencies and companies.

Furthermore, the DKI Jakarta Transportation Agency will coordinate with the DKI Jakarta Regional Office (BKD) regarding the formulation of the distribution of working hours to all employees within the DKI Jakarta Provincial Government.

"In the early stages after the FGD, we will coordinate with the BKD. This is still being discussed immediately for us to test it. It is still being discussed," said Syafrin.

Previously, the Acting Governor of DKI Jakarta, Heru Budi Hartono, said that his party would conduct a trial of regulating working hours in Jakarta.

In the trial, the DKI Provincial Government will see the effectiveness of working hours arrangements as an effort to deal with congestion. Then, it will also be seen the level of comfort for people who are mobilized to work every day with the distribution of these working hours.

This trial was carried out after a thorough study. The DKI Provincial Government held an FGD on Thursday, July 6 to accommodate input from academics to relevant stakeholders to formulate the mechanism for the policy.

The regulation of working hours is based on the government's efforts to unravel congestion. Previously, this FGD was carried out in early November 2022. At that time, the DKI Jakarta Transportation Agency accommodated input made by a number of parties.

In the first FGD previously, one of the concerns was the need for regulations that regulate the implementation of the distribution of working hours for employees in Jakarta.

Because, it was revealed that the division of working hours for company employees did not have a legal basis. Law Number 22 of 2009 concerning Road Traffic and Transportation (UU LLAJ) does not regulate efforts to reduce congestion by determining working hours.

As a result, at that time the DKI Transportation Agency made arrangements for working hours for private office employees in Jakarta limited to appeals and not obligations.

Meanwhile, at the central government office located in Jakarta, working hours arrangements can be carried out flexibly by issuing new regulations by the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB).

For employees of the DKI Provincial Government's office, another opportunity is that working hours can be implemented, namely with regional head regulations such as governor regulations (pergub) or governor's decisions (kepgub).
