JAKARTA - The Manokwari City Police (Polresta), West Papua, arrested four perpetrators of clashes between residents. Manokwari Police Chief Kombes Rivadin Benny Simangunsong said the four perpetrators had the initials RGA (19), WB (19), ML (22), and GY (18).

The four perpetrators were arrested for assault and stabbing the victim Hermanus Saiba, who at that time was shopping for meat with his son next to the Manokwari District Court, Saturday at 05.30 WIT.

"We have arrested four perpetrators," said Rivadin Benny during a press conference, Sunday, July 9.

The police chief explained that the four perpetrators were desperate to abuse and stab because they were influenced by alcoholic beverages when participating in an event at a relative's house at around 01.00 WIT.

After the event, the perpetrators stopped by the location of the meat sale with the intention of asking the traders for meat, but to no avail.

"The perpetrator was dissatisfied because he was not given meat and then approached the victim who was shopping at that time," he said.

The victim allegedly fought back, causing the perpetrator to stab the victim with a knife. Suddenly the victim fell with a bloodied wound in front of his son.

Benny also explained that the stabbing incident against the victim Hermanus Saiba angered the victim's family, then caused clashes between residents and the blocking of a number of road accesses.

In the incident, one of the four perpetrators was also involved in the burning of the victim's car which was parked at the crime scene (TKP).

"Our perpetrators are ensnared by Article 170 of the Criminal Code which carries a prison sentence of 5 years to 9 years. Our members are still developing whether there are other groups involved," said Benny.

In addition to the four perpetrators, the police also arrested two perpetrators from the victim who abused two members of the Manokwari Police during the negotiation process. The two perpetrators had the initials PS (26) and PD (60).

The Manokwari Police Chief deeply regrets the actions of the public's own judges which resulted in two members of the Manokwari Police suffering stab wounds to the head.

"In fact, we are trying to negotiate. I convey to the victim that the problem of stabbing police officers is still being dealt with," said Benny.

Benny denied the residents' accusations that members of the Manokwari Police had mistreated the two perpetrators because the police repeatedly appealed to the perpetrators to surrender.

The actions of residents to slash police officers were widely circulated on a number of social media.

"We are acting professionally. We ask them to surrender, not we persecute them," said Benny.

He appealed to all elements of society not to be easily provoked by all forms of information that resulted in security disturbances in Manokwari.

Police continue to increase patrols even though four perpetrators of stabbing the victim and two perpetrators of stabbing police officers have been arrested.

"Trust the police. Let's create a safe and peaceful Manokwari together, no longer give false information," said the Chief of Police.

He explained that handling the case was not only prioritizing positive law, but local wisdom through the mediation of both parties.

The police are ready to facilitate the mediation process which is planned to be held at the Manokwari Police Headquarters on Monday (10/7).

"We respect customary law. However, normative law continues," explained Rivadin Benny.
