JAKARTA - A number of residents of Kampug Bayam who were affected by the evictions of the Jakarta International Stadium (JIS) today returned to DKI Jakarta City Hall for the umpteenth time, to demand that they immediately occupy Kampung Susun Bayam.
Since the inauguration of the former Governor of DKI Jakarta Anies Baswdan in October 2022, residents of the Kampung Bayam eviction have not been able to occupy housing until now.
Today, a resident of Kampung Bayam accompanied by LBH Jakarta sent an administrative objection letter to the Acting Governor of DKI Jakarta Heru Budi Hartono and PT Jakarta Propertindo as managers to immediately provide a unit of Kampung Susun Bayam. This letter has been received by the DKI Provincial Government.
"Immediately give the unit to Kampung Susun Bayam as a form of restoring the rights of the residents of Kampung Bayam who experienced evictions, especially the 75 families of the residents of Kampung Bayam represented by the applicants," said LBH lawyer Jihan Fauziah Hamdi at DKI Jakarta City Hall, Monday, February 20.
One problem that causes residents to not yet occupy Kampung Susun Bayam is the amount of the monthly rental rate that has not yet been agreed upon. JIS residents do not agree with the tariff offered by PT Jakpro as the manager of Kampung Susun Bayam.
Jakpro has offered a rental fee for Kampung Susun Bayam of IDR 750 thousand per month. They claim this is in accordance with Governor Regulation Number 55 of 2018 concerning Adjustment of Housing Service Retribution Tariffs.
However, the arrangement of residential rental fees in Pergub 55/2018 is indeed different for each type, namely programmed and general flats. The nominal offered by Jakpro was clearly opposed by the residents of Kampung Bayam. They felt unable to pay the nominal rent.
"Residents want to pay what they can afford. If the range may be Rp. 150,000 per month, that should be the biggest. Because of income, sorry, what is called scavengers and factory rough workers are only Rp. 1.5 million," said Jihan.
The construction of the Kampung Susun Bayam (KSB) has been 100 percent complete since the end of last September. In mid-October, the Kampung Susun Bayam was also inaugurated by Anies Baswedan while still governor of DKI.
Since its inauguration in mid-October until now, the main problem that has caused residents of prospective residents who have not been able to occupy Kampung Susun Bayam is the monthly rental rate.
PT Jakpro, which built Kampung Susun Bayam, felt that it had to set a high tariff because the BUMD belonging to the DKI Provincial Government had to cover the operational costs of the flats. However, the residents of Kampung Bayam who were affected by the eviction of JIS development objected because they considered the rental costs offered by Jakpro to be too large.
Last December, Jakpro reasoned that residents had not been able to inhabit Kampung Susun Bayam due to administrative problems in the form of taking over land assets. This is because Jakrpo built Kampung Susun Bayam on land owned by the DKI Youth and Sports Service (Dispora).
Meanwhile, in January, he argued, the flats next to JIS were still in the process of being maintained by the building. So, residents have not been able to occupy Kampung Susun Bayam.
