Kemenkumham Fix The Appraisal Bill, Hope To Be A Priority Of The DPR Semester II 2023

JAKARTA - The National Legal Development Agency (BPHN) of the Ministry of Law and Human Rights (Kemenkumham) explained that there were a number of improvements in the Draft Law on Assessment (RUU Penilai).

"In the Appraisal Bill, it is confirmed that there will be improvements to important factors in the assessment profession," said Head of BPHN of the Ministry of Law and Human Rights Widodo Ekatjahjana in a written statement, Friday, February 17, as reported by Antara.

These improvements include competency standards, work procedures, governance of professional practices, data validity, and benefits in the implementation of the state and society.

Widodo said that the urgency of the formation of the repair bill is increasingly important considering that people and interested parties want to avoid harmful practices due to the absence of access to information on the value of an asset in nature and intangible.

BPHN itself contributed to the preparation of academic manuscripts, the preparation of draft bills, the Inter-Ministerial Committee Meeting (PAK) to the alignment of the academic text of the Appraisal Bill.

Currently, the progress of the Appraisal Bill has reached the stage of harmonizing the bill with the Directorate General of Legislation at the Ministry of Law and Human Rights.

The former Acting Director General of Immigration hopes that this year the Appraisal Bill will be included in the annual priority list and in the second semester of 2023 a discussion will be held by the DPR with the President and ministers until the plenary meeting.

Widodo said later in the Appraisal Bill an assessment panel would be formed, the mechanism for the practice of the assessment profession, professional organizations, coaching, and supervision.

"It will also be arranged a platform called the Property and Business Transaction Data Center," he said.

The data center will collect and process transaction data as a list of reference properties and national businesses for appraisers.

The results or output of the Property and Business Transaction Data Center will create two important things. First, as a national value benchmark and second, it becomes a fundamental transformation in realizing transaction transparency that has a positive impact on the efficiency of the country's economy.

"Because of the enormous contribution to the world of the country's economy, the Ministry of Law and Human Rights BPHN together with the Ministry of Finance as the proposer of the Appraisal Bill are working hard and very seriously," he said.

Meanwhile, the Director of Assessment of the Directorate General of State Assets (DJKN) of the Ministry of Finance Arik Haryono said the Assessment Bill was very important.

"DJKN, Directorate General of Taxes and the Center for Financial Professional Development, is trying to inflame the Appraisal Bill. In addition, of course, it is very clear the role of BPHN which continues to provide assistance in the formation of enormous laws," explained Arik.

For information, the task of assessors or appraisers is to provide written opinions on the economic value of an assessment object, such as building assets, factories, houses and other assets. The need for an assessing profession is large in various fields. Starting from banking, capital markets, infrastructure development, investment, law enforcement and so on.

Objects that are assessed, he said, vary. Not only intangible assets, such as buildings, houses, ships and aircraft, intangible assets, such as patents, brands and stocks, can also be valued in value.
