DKI Transportation Agency Believes ERP Can Be A Congestion Breaking Solution

JAKARTA - For the DKI Jakarta Transportation Agency, the electronic paid road policy plan (ERP) is a holistic way to break up congestion in Jakarta.

"Personal vehicle ownership and regional capabilities increase the length of the road which is very limited. Therefore, we have to make holistic efforts (extend)," said Head of DKI Transportation Agency Syafrin Liputo at the DKI Jakarta DPRD building, Monday, January 16, as reported by Antara.

According to him, ERP is a further way to unravel the problem of traffic jams in Jakarta after previous efforts, namely three in one (3in1) were considered less effective in unraveling congestion.

In addition, the odd-even policy implemented in the capital city also does not necessarily reduce the number of motorized vehicles on the streets of the capital, even increasing.

"Therefore, the next control of traffic is electronically and the principle of electronic use is based on the conjunction price," he said.

Currently, regulations related to the ERP implementation plan are still being discussed by the Regional Regulation Formation Agency (Bapemperda) since 2022 and continue in 2023.

The amount of the ERP tariff is also discussed in the regulation which has not yet been determined.

Previously, Syafrin proposed that the ERP tariff amount ranged from Rp. 5,000 to Rp. 19 thousand according to the category and type of vehicle. The DKI Transportation Agency will utilize technology currently used in a number of major cities in the world for the implementation of ERP.

If the ERP is implemented, the public has two options, namely riding public transportation or still using private vehicles but having to pay in certain amounts when passing on a number of roads.

"The choice is that they move more efficiently with public transportation or have to spend more to switch," he said.

In the Draft Regional Regulation on ERP, exceptions are also regulated, namely electric bicycles, yellow plate general motorized vehicles, government agency operational service vehicles, TNI/Polri except for black plates.

Then, foreign diplomatic corps vehicles, ambulance vehicles, hearse vehicles, and firefighters.

After becoming a regional regulation, there will be derivative regulations, namely governor regulations or governor decisions. The DKI Transportation Agency targets ERP regulations to be completed in 2023.
