Jokowi Will Published Inpres For 17 Institutions Working On Recommendations For Past Serious Human Rights Violations

JAKARTA - President Joko Widodo (Jokowi) will issue presidential instructions (inpres) for 17 ministries and non-ministerial government agencies (K/L) to work out recommendations for Non-Judicial Settlement Teams for Violation of Old Human Rights (PPHAM).

"In the near future, the president will issue a special Presidential Instruction to assign to 17 ministries and non-ministerial government agencies, plus coordination with independent institutions outside the executive to complete all recommendations of the PPHAM Team," said Coordinating Minister for Political, Legal and Security Affairs (Menkopolhukam) Mahfud MD at the Presidential Office, Jakarta, Monday 16 January.

Earlier, Wednesday, January 11, President Jokowi admitted that there were 12 cases of gross human rights violations that occurred in the country. Jokowi promised to restore the rights of the victims fairly and wisely without negating a judicial settlement.

Mahfud added that in the near future Jokowi will visit Aceh and Talangsari, Lampung, as well as gather victims of past gross human rights violations abroad, especially in eastern Europe.

"Among other things, to be shown to the public, maybe in the near future the president will visit Aceh, Talangsari (Lampung); and abroad we will gather victims of gross human rights violations in the past because they have many, especially in eastern Europe, to guarantee them that they are Indonesian citizens and have the same rights," Mahfud explained.

The Indonesian citizens will be gathered in one location to get an explanation and the task is the responsibility of Mahfud MD as Coordinating Minister for Political, Legal and Human Rights (Menkumham) Yasonna H. Laoly, and Minister of Foreign Affairs (Menlu) Retno Marsudi.

"So later the message will also be abroad and this team will not play games," he said, quoted by Antara.

Regarding the judicial settlement, Mahfud said President Jokowi would give full attention and ask the Attorney General's Office to coordinate with the National Commission (Komnas) of Human Rights.

"Because the judicial settlement is the way itself, while this is the completion of non-judicial lanes that are more humanitarian in nature. This PPHAM team pays attention to victims, while the judicial ones are looking for the perpetrators. So, we will differentiate between the victims and the perpetrators," he said.

He said the judicial settlement would still be carried out as long as the evidence could be collected.

"In addition to the inpres to divide the tasks of 17 ministries and non-ministerial institutions, the president will also form a new task force that will evaluate and control the implementation of each of these recommendations. Everything is still being designed, maybe it will not pass from the end of January it will be announced by the President," he said.

Meanwhile, Minister of Public Works and Public Housing (PUPR) Basuki Hadimuljono explained that his party is tasked with ensuring that the locations that are the scene of gross human rights violations can be built or repaired by infrastructure.

"The president asked for these areas of Aceh, which used to be the location of gross human rights violations, what needs to be helped. For example, the path isaka, irrigation, clean water, and others; then in Talangsari, whatever. So, the form is non-judicial. Then, in Maluku. Later there will be an inpresion aimed at 17 ministries and what institutions are their respective duties," said Basuki.

The Ministry of PUPR plans to build roads in Talangsari and build irrigation in Aceh. Meanwhile, infrastructure development and improvement in other locations of former gross human rights violations are still being formulated.

"Well, the President was also asked earlier. For example, what is Semanggi. Well, this is still being thought of by the Coordinating Minister for Political, Legal and Security Affairs. Maybe the heirs, but he is formulating it again. It depends on the inpres. From the Presidential Instruction, it will be stated in the Presidential Decree for the monitoring task force, so that monitoring task force work can be monitored," said Basuki.
