JAKARTA - Commission E of the DKI Jakarta DPRD simultaneously expressed its disappointment with the DKI Jakarta Provincial Government for issuing a budget for the procurement of medical devices (alkes) for 15 hospitals in Jakarta in the draft APBD (RAPBD) for the 2023 fiscal year.

The DKI Provincial Government dropped the medical equipment purchase budget of IDR 220 billion and shifted the budget for the unexpected expenditure allocation (BTT). The budget shift is the result of the evaluation of the Ministry of Home Affairs (Kemendagri). Where, the DKI Provincial Government is required to increase the budget allocation for BTT according to standards.

In fact, according to Member of Commission E of the DKI Jakarta DPRD, Merry Hotma, the procurement of medical equipment for hospitals is very necessary because this is a fundamental and urgent need. Meanwhile, services at hospitals are considered not optimal.

"We know that all service queues at this hospital are long. This facility is held to improve basic services to the community," said Merry during a working meeting with the DKI Provincial Government at the DKI Jakarta DPRD building, Thursday, January 12.

Considering that the medical equipment budget was dropped, the Chairman of Commission E of the DKI Jakarta DPRD, Iman Satria, asked for the budget to be re-entered this year. One solution is to allocate the budget in the draft 2023 APBD changes which will begin to be discussed in the middle of this year.

"These (health) tools are indeed needed (by hospitals in Jakarta). I recommend this to be put back in the revised APBD," said Iman.

Responding to this, the Head of the DKI Regional Financial Management Agency (BPKD) Michael Rolandi said that the budget allocation to be included in the APBD changes still had to follow the recommendations of the Ministry of Home Affairs.

"We also still have to follow the recommendations of the Ministry of Home Affairs. If it is deemed necessary and necessary, submit it to the regional oil and goods needs plan," said Michael.

Continuing, Acting (Pj) Regional Secretary Uus Kuswanto proposed another way that could be done so that the procurement of medical equipment for hospitals could be carried out. Namely by using the remaining more budget use (SiLPA) at each hospital.

"In principle, the use of the budget, flexible using SILPA. So, (budgets) that are not included in the 2023 APBD but are needed, RS still has a silpa, yes, the flexibility can be used according to the provisions. So, later we recommend the SILPA to shop for tools that are not accommodated," said Uus.
