YOGYAKARTA - The government has determined to remove honorary employees starting in 2023. This is in line with Government Regulation (PP) 49/2018 regarding Government Employee Management with Work Agreements. There will be honorary teacher criteria that can be appointed as PPPK, you know!

Acting Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Mahfud MD has issued a new circular regarding data collection on non-ASN employees within the government or region. In Letter Number B/1511/M.SM.01.00/2022 which was signed on July 22, Mahfud asked the State Civil Service Agency (BKN) to carry out data collection on non-ASN employees within central or regional government agencies.

The non-ASN employees in question are starting from honorary K2, non-K2, teachers, health employees, extension workers, administrative employees, to other technicalities. Without exception, honorary teachers who pass the PPPK selection, do not pass and have not taken the test exam.

This data collection is intended to carry out mapping and identify the number of NO-ASN employees within government agencies, starting from central or local government agencies.

BKN is asked to carry out an inventory of non-ASN employee data as stipulated in number 3 and present the data referred to BKN no later than September 30, 2022.

The reason is, this letter is a follow-up to legalizing Government Law (PP) 49/2018 regarding PPPK Management which requires employment status within government agencies consisting of civil servants and PPPK until November 28, 2023.

Personnel Guidance Officers are again reminded to carry out mapping non-ASN employees within their respective agencies. Those who meet the requirements can be included/ given the opportunity to participate in the CPNS or PPPK selection.

Head of the Communication and Public Information Bureau (DAKIP) of the Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Mohammad Averrouce decided that not one non-ASN employee or worker could enter was appointed without the implementation of the selection.

"According to Law No. 5 of 2014 and PP Progress, there is no automatic appointment to become ASN, either civil servants or PPPK," said Averrouce.
