There Are Remaining Budgets Of IDR 3.8 Trillion, Bogor Regency Government Wants To Be Maximumly Absorbed

JAKARTA - The Bogor Regency Government, West Java, is trying to absorb a maximum of IDR 3.82 trillion of the remaining budget from the expenditure target in the 2022 APBD of around IDR 8.5 trillion.

Head of the Regional Financial and Asset Management Agency (BPKAD) of Bogor Regency, Teuku Mulya, said that all regional apparatus in the Bogor Regency Government was only able to absorb around Rp4.67 trillion or 55 percent of the expenditure target.

"We are coordinating with the Procurement Service Unit (ULP), the information is that most of the work has entered the auction. It's just a matter of how it will be realized in the field. Because it is also related to the realization of budget absorption," he explained, Tuesday, September 13.

According to Mulya, another reason that caused the low budget absorption was the allocation of Regional Tax Results (BHPRD) of Rp22 billion, only about 40 percent or about 82 billion for phase I. While the rest will be disbursed in the near future.

Then, the budget for the One Billion One Village or Samisade program of Rp395 billion has not been used until early September.

"The Samisade has a large allocation that has not been absorbed. In addition, there is a BHPRD that has not been fully absorbed," Mulya explained as quoted by Antara.

As of August 31, 2022, several expenditure allocations have been absorbed, namely, operating expenditures of Rp3.4 trillion, capital expenditures of Rp300 billion, transfer expenditures of Rp760 billion and unexpected expenditures of Rp14 billion.

Mulya said that in the last few evaluation meetings, capital expenditures were also a serious concern for the Bogor Regency Government. In fact, most of the capital expenditures are in the form of infrastructure work.

In addition, for regional income so far from the target of IDR 8.5 trillion, around IDR 6 trillion or 70 percent has been realized. Mulya believes, the revenue sector will exceed the target by the end of 2022, as in previous years.

Head of the Bogor Regency Regional Revenue Management Agency (Bappenda), Arif Rahman, is optimistic that he will repeat the tradition of surpassing or over the Regional Original Revenue (PAD) target of hundreds of billions, even in the midst of the threat of inflation due to the transfer of fuel subsidies (BBM).

"Although there is an inflation threat, we are optimistic that this year's PAD can be achieved, even exceeding the target as in previous years," said Arif.

The reason is, in the era of Ade Yasin-Iwan Setiawan's leadership, the Bogor Regency Government experienced an overtarget of PAD to hundreds of billions of rupiah every year. In 2019, the excess was IDR 484 billion or 118 percent of the target, in 2020 it was IDR 347 billion or 114 percent, and in 2021 it was IDR 470 billion or 114 percent.
