Bagja recommends two options related to the existence of election supervisors in three DOBs in the Papua region. First, forming a provincial Bawaslu in three new provinces of the Papua DOB. However, according to Bagja, there is a need for a change of provisions in the Election Law Number 7 of 2017. In particular, amendments to the II Attachment to the Law on Elections.

"After the second amendment to Law 7/2017 is amended, the Indonesian Bawaslu can form a selection team for the formation of the DOB Bawaslu province or with a temporary appointment mechanism," said Bagja.

Second, continued Bagja, the Papua Province Bawaslu carried out temporary duties, authorities, and obligations of Bawaslu in the DOB by using a number of methods. First, adding that the provisions in the revision of Law 7/ 2017, which stipulates that the implementation of the duties, authorities, and obligations of the DOB Province Bawaslu were carried out temporarily by the Papua Province Bawaslu as long as the DOB province had not yet been formed.
