JAKARTA - Member of Commission B DPRD Depok City, West Java, Qurtifa Wijaya asked the Depok City Government to regulate the arrangement and development of street vendors (PKL).

"Since it was first established and has the status as a city in 1999, the problem of street vendors in Depok City has not been completely resolved. One of the reasons is the absence of regulations in the form of a regional regulation that regulates and directs the problem of street vendors," said Qurtifa in Depok, Tuesday, July 26, quoted from Between.

Currently, Depok only has Regional Regulation No. 16 of 2012 concerning the Guidance and Supervision of Public Order, which includes an article that prohibits street vendors from selling on road shoulders and sidewalks.

However, to be able to organize street vendors, these regulations are not strong. Because there is only a clause prohibiting street vendors from selling in certain places, but it does not cover the government's efforts to provide opportunities, guidance, and facilitate the existence of street vendors to be able to sell comfortably.

Commission B of the Depok City DPRD has submitted a proposal for the formation of an initiative regional regulation on the arrangement and guidance of street vendors to the Regional Regulation Establishment Agency (Bapemperda) which was submitted during the Bapemperda working meeting for the preparation of the 2023 Regional Legislation Program (Prolegda).

"This proposal is expected to be one of the priorities included in the list of regional legislation in 2023," he added.

With this proposal, he hopes that street vendors will not only be banned and brought to order, but will be given space and opportunities so that they can do business and sell well, so that they can bring added value to the Depok economy.

In the draft bylaws initiated by Commission B of the Depok City DPRD, the contents cover the problem of collecting data on street vendors, determining locations, building facilities and infrastructure for street vendors, managing cleanliness and security, as well as fostering and empowering street vendors and supervising street vendors.

Qurtifa hopes that the proposal will run smoothly, so that by 2023 Depok will have a comprehensive regional regulation on structuring and fostering street vendors.
