JAKARTA - Former Secretary of the Ministry (Sesmen) of SOEs, Muhammad Said Didu questioned a number of controversial issues contained in the final draft of the Draft Criminal Code (RKUHP) or the Criminal Code Bill.

Starting from the article in the draft final of the RKUHP which threatens freedom of expression such as distributing criticism instead of building but being considered evil intentions or demeaning a person's dignity.

In the draft final of the RKUHP, it also regulates a number of criminal acts of decency. Such as a kebo gathering is threatened with imprisonment and a fine in Article 416.

Including the rules for tying homeless people or people who do not have jobs and where they live have disrupted public order, they are threatened with a maximum fine of category I. The regulation is stated in Article 429 of the RKUHP final draft

"Criticism, demonstrations, campuses, homeless people, etc. All of them are included in the RKUHP to be punished," said Said via his Twitter account, @msaid_didu, Thursday, July 7.

From a number of controversial issues contained in the draft final of the RKUHP, Said satirized the government, in this case the Ministry of Law and Human Rights (KemenkumHAM) together with the DPR should emphasize threats in crimes related to lying and false promises to the people.

"About why you lie, lie, fake promises are not included in the RKUHP? Smart answers are awaited," asked Said Didu.

Currently, the final draft of the RKUHP has been handed over by the Ministry of Law and Human Rights to Commission III of the DPR. The handover was carried out at the Senayan Parliament Complex on Wednesday, July 6.

In its development, the Ministry of Law and Human Rights will discuss with the DPR during the next session.

However, many parties believe that the government and the DPR are still not open in the discussion of the RKUHP. Chairman of the Indonesian Legal Aid Foundation (YLBHI) Muhammad Isnur warned the RKUHP before it was agreed that it should be brought to level 2, the discussion and the latest draft of the RKUHP must be opened to the public.

"The discussion on changes to the formulation of the substance of the bill must be discussed openly. The entire draft law must be accessible to the public for a sufficient period of time before it is ratified," Isnur said in a written statement, Wednesday, July 6.
