SUKOHARJO - Social media was shocked by the fines of motorcyclists in the Sukoharjo Regency area.

The reason is, the photo of the confirmation letter for the camera ticket or Electronic Traffic Law Enforcement (E-TLE) shows a motorcycle rider without a helmet on a road in a rice field area.

The Sukoharjo Police Chief, AKBP Wahyu Nugroho Setyawan, apologized that the fine that occurred had caused quite a stir in cyberspace.

The Police Chief explained that the ticketing was carried out using E-TLE Mobile, not from E-TLE installed on protocol roads.

"So the E-TLE camera is not placed in the rice fields. But indeed our members are given a special application on their cellphones to monitor violations while on patrol. That's what E-TLE Mobile is called," he said, quoted from a written statement, Thursday, June 23.

AKBP Wahyu said the man who was ticketed had met with the Sukoharjo Police Traffic Unit officers. The man also paid the fine through a predetermined system.

"It's been confirmed. He also admitted his guilt. He admitted that when he was caught, E-TLE was returning from takziah," he explained.

The police chief said that the high number of accidents in Sukoharj was the reason for the need to increase traffic violations. In addition, he continued, there is no law that stipulates that motorists may not use helmets on certain roads.

Juridically explained, Article 291 paragraph 2 is a rule that refers to the discipline of motorcyclists in using safety equipment while driving.

If there are passengers who violate this rule, of course they can get a ticket and even be subject to criminal action according to the applicable article.

This is stated in Law Number 22 of 2009 concerning Road Traffic and Transportation, which states that drivers who do not comply with the rules or violate the rules can be subject to fines up to imprisonment.

"Every driver who allows his passenger who does not wear a helmet as referred to in Article 106 paragraph (8), will be punished with a maximum imprisonment of 1 (one) month or a maximum fine of IDR 250 thousand," explained AKBP Wahyu.

Even in rice fields, the Sukoharjo Police Chief said the accident rate was quite high.

In 2021 it is said that there will be 21 accidents with 6 people dying. Meanwhile, in 2022 it was reported that there were 10 accidents with 3 deaths.
