KPU And Bawaslu Suggested To Keep Existing Field Officers For The 2024 Election

JAKARTA - A member of the Advisory Council of Perludem, Titi Anggraini, suggested that the KPU and Bawaslu RI keep field officers in the 2024 General Election (Pemilu) until the simultaneous regional elections in the same year.

Answering that quoted by Antara, Friday, April 8 morning, Titi Anggraini stated that field implementing officers for the 2024 General Election and Regional Head Elections, both at the PPK, PPS, KPPS, PPLN, KPPSLN, as well as sub-district Panwaslu, village/kelurahan Panwaslu, foreign supervisors, and supervisors TPS, the personnel should be the same.

According to Titi, there will be no change of officers in the 2024 General Election on February 14 until the election on November 27, in addition to efficiency, it is also in order to make it easier for them to adapt to electoral technicalities.

With continued work, Titi, who was once the Executive Director of Perludem, hopes that they will become more familiar with the procedures, procedures, and mechanisms in the implementation of the election stages.

Nevertheless, she continued, the KPU and Bawaslu must still provide them with training, technical guidance, election information that is adequate and on target according to the needs as organizers and supervisors at the field level.

She also emphasized that training and technical guidance must be designed to be oriented towards technical capacity, not with a lecture approach, but to train their technical work skills in accordance with the needs for organizing and supervising elections at the operational level of the 2024 General Election and Regional Head Elections.

Touching on whether or not to increase the honorarium budget for field officers, this alumnus of the Faculty of Law, University of Indonesia emphasized that increasing the honorarium is a necessity.

She then outlined a number of considerations, namely: first, their workload was very heavy; second, they are the spearhead in maintaining the purity of the people's voice. Those who facilitated the voting and counted them according to the will of the people.

"It can be said that the peak momentum of people's sovereignty through elections is at their spearhead," said Titi, who was elected as the Democracy Ambassador for the International Institute for Electoral Assistance (International IDEA).

Third, she continued, because of the importance of their roles and responsibilities, field officers are very vulnerable to temptation to commit fraudulent acts or manipulate votes for the sake of winning the election.

Therefore, Titi considers it important that there must be maximum ways to prevent them from being influenced by irresponsible elements.

She added that increasing the honorarium for officers was not only a logical consequence of the heavy workload they carried, but also to prevent them from being influenced by evil elements, especially corrupt practices that could influence them to be involved in buying and selling votes.

If rewarded properly and proportionally, according to Titi, officers are stronger and it is possible for them to maintain their integrity so that they are not easily persuaded by criminals.
