JAKARTA - The Regent of Bogor, West Java, Ade Yasin poured out his heart (confessed) to the Indonesian House of Representatives during a Hearing Meeting (RDP) regarding the impact of the enactment of Law Number 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments (UU HKPD).

"This year's PPPK has budgeted nearly Rp100 billion from the Bogor Regency APBD, while our BKPSDM is still proposing a staff shortage this year at 2,500 people," he said at the Parliament Building, Senayan, Jakarta, Antara, Wednesday, April 6.

This year, the Bogor Regency Government (Pemkab) has budgeted Rp. 96 billion to pay the PPPK.

The financing figure has increased from 2021 which was only worth Rp. 57 billion. The increase was due to the addition of PPPK from the previous 1,182 people, then an increase of 1,600 people.

Ade Yasin asked the central government to help the regions in financing PPPK salaries, which so far have burdened the regional budget.

The Deputy Chairperson of the Association of Indonesian Regency Governments (APKASI) admitted that it is difficult to put a brake on personnel spending at 30 percent of total regional expenditures because until now Bogor Regency is still short of civil servants.

Based on the latest data from the Central Statistics Agency (BPS), the number of civil servants in the Bogor Regency Government has decreased by 978 employees in a year, from 16,539 employees to 15,561 employees. Meanwhile, the population of Bogor Regency reaches 5.4 million people.

"Currently, the assumption is that a civil servant serves around 350 people. We are still lacking. Apart from the population, another obstacle is the large area," said Ade Yasin.

Meanwhile, Chairman of the Banggar DPR RI, Said Abdullah, said that the problems discussed in the RDP were felt at the regional level during its implementation, so that the DPR RI took the initiative to invite regional heads to village heads.

He mentioned that the input of regional heads would be a material for deepening of the members of the DPR RI.

"Because usually when it comes to transfers to regions and village funds, the working committee (Panja) is the longest and the busiest because each member wants to defend their respective electoral districts," said Said.
