The 6-Month Journey Of Formula E Interpellation Reports That Breaks Teams In The DKI DPRD

JAKARTA - The Honorary Board of the DKI DPRD has finally issued a decision on the reports of the four deputy chairmen of the DKI DPRD and seven factions who reported the chairman of the DKI DPRD, Prasetyo Edi Marsudi, for holding a plenary meeting of Interpellation Formula E.

This reporting problem began with a meeting of the DKI DPRD Deliberative Body (Bamus) on September 27, 2021, chaired by Prasetyo. Prasetyo, at the Bamus meeting, scheduled a plenary meeting for the Interpellation of Formula E to be held the next day.

On the same day, seven factions expressed their disapproval of Prasetyo's decision to set a plenary meeting schedule. The seven factions are the Gerindra Party, PKS, PAN, Golkar, Nasdem, Democrats, and PKB-PPP.

The next day, 28 September 2021, the interpellation plenary meeting was held. This meeting will determine whether the interpellation can be carried out by summoning the Governor of DKI Jakarta Anies Baswedan to explain the problem of implementing Formula E.

However, those present were only 33 DPRD members from the PDIP faction. As a result, the voting on the interpellation decision had to be postponed. Not attending the plenary meeting, seven factions and four deputy chairmen of the DKI DPRD instead reported Prasetyo to the Honorary Board (BK) of the DKI DPRD.

When reporting to the BK, the chairman of the Golkar faction, Basri Baco, said that it was suspected that Prasetyo had not heeded the rules and regulations of the DPRD by holding a Formula E interpellation plenary meeting. This was because the schedule for the plenary meeting was suddenly included in the Bamus meeting by Prasetyo.

"We suspect that there was an administrative violation of correspondence related to the invitation to the Deliberative Body and the implementation of the plenary session that was held earlier," said Baco on Tuesday, September 28, 2021.

It had dragged on for months, finally BK held an examination of Prasetyo on February 9. After being questioned, Prasetyo admitted that he was innocent because he had scheduled an interpellation plenary meeting. This is because, although the interpellation plenary meeting was proposed by Bamus suddenly at the meeting, he considered it permissible.

"Because this is my clarification, I don't feel guilty until today. This means that the entire interpellation is legal. (The meeting schedule) for the Bamus can increase and decrease," said Prasetyo at the DKI DPRD Building, Wednesday, February 9.

After all, said Prasetyo, if the seven DPRD factions who reported it to the Honorary Body did not want a plenary session of Interpellation Formula E, they could present it at the plenary meeting directly, instead of being absent and reporting himself.

"Where did I go wrong? Actually, we all know the problem, it must be resolved. What method will it be resolved? Yes, it will be completed. If it is not a quorum, then it will be completed again. I am still suspending the plenary session for the interpellation, because it is not a quorum," he explained.

After examining Prasetyo, the BK held an internal meeting to decide whether Prasetyo had violated the code of ethics or not because he had held a plenary meeting for the Interpellation of Formula E.

Until finally, on March 14, 2022, the results of the examination came out. The BK DPRD DKI decided that Prasetyo as the reported party was declared not to have violated the code of ethics of the DPRD DKI Jakarta. This is known from a copy of the decision letter received by journalists on Tuesday, April 5.

"The Honorary Board of the DKI Jakarta Provincial DPRD hereby conveys its decision stating that the reported party is not proven to have violated the rules and code of conduct of the DKI Jakarta Provincial DPRD," wrote Chairman of the BK DPRD DKI Achmad Nawawi in his decision letter, quoted on Tuesday, April 5.

Nawawi revealed, the results of this decision showed that the investigation process of the alleged violation of the rules and code of ethics against the chairman of the DKI DPRD for the implementation of the Formula E interpellation plenary meeting was declared complete.
