JAKARTA - Deputy Governor of DKI Jakarta Ahmad Riza Patria said the DKI Provincial Government would again implement face-to-face learning (PTM) with a capacity of 100 percent of students.

The decision to increase capacity from 50 percent to 100 percent was motivated by the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) revoking the discretion of regional heads who were at PPKM Level 2 to be able to run 50 percent PTM.

This discretion is contained in the Circular of the Minister of Education, Culture, Research, and Technology Number 2 of 2022. From now on, this SE is declared invalid, and regions that apply PPKM Level 2 can run PTM 100 percent.

"PTM will return to 100 percent implementation later. This will take effect immediately," said Riza at DKI City Hall, Central Jakarta, Monday, March 28 evening.

In addition, the consideration of 100 percent PTM can be re-applied also because of the easing of restrictions on public transportation. Currently, public transportation modes are allowed to carry passengers with a capacity of 100 percent at PPKM Level 2.

"So far, many have 100 percent, including public transportation. PTM is being discussed, discussed, and evaluated," said Riza.

It is known, in the new academic year of 2022, Jakarta will start implementing 100 percent PTM. Then, when COVID-19 cases increased, DKI decided to apply 50 percent PTM since February 7, 2022, until now. Thus, the method of implementing learning is through blended learning, namely learning in class and learning online.

After the Kemendikbudristek SE Number 2 of 2022 was revoked, PTM in schools again followed the provisions of the Joint Decree of the Minister of Education, Culture, Research, and Technology, Minister of Religion, Minister of Health, and Minister of Home Affairs of the Republic of Indonesia Number 06/KB/2021, Number 1347 of 2021, Number HK.01.08/MENKES/6678/2021, Number 443-5847 of 2021 concerning Guidelines for the Implementation of Learning during the COVID-19 Pandemic Period.

In this Ministerial Decree 4, it is stated that schools in PPKM Level 1 and Level 2 areas hold PTM with 100 percent capacity. With a note, the achievement of vaccination of educators and education personnel is above 80 percent and the achievement of dose 2 vaccination in the elderly is above 50 percent. If the vaccination achievement is below that, then the school applies the 50 percent PTM.

Meanwhile, schools in PPKM Level 3 areas hold PTM with a capacity of 50 percent. With a note, the achievement of vaccination of educators and education personnel is at least 40 percent and the achievement of dose 2 vaccination in the elderly is at least 10 percent.

If the vaccination achievement has not been met, then the area with PPKM Level 3 applies distance learning (PJJ). Likewise, PPKM Level 4 areas are required to implement 100 percent PJJ.
