The helicopter crashed into the sea near an area populated by beachgoers and swimmers.

The Federal Aviation Administration (FAA) immediately closed two coastal blocks between ninth and 11th roads. The helicopter was identified as a Robinson R44.

"The FAA and the National Transportation Safety Board will investigate. The NTSB will take responsibility for the investigation and will provide additional updates," the statement read.

Beachgoer Sean Adams, who was vacationing in Miami Beach with his wife, described the accident as a horrific experience. Adams, who is an aircraft mechanic, said the helicopter went back and forth on the water several times.

"These are things you don't want to see or talk about," he said.

"It was 50 meters from the beach, right next to everyone. Crazy that no one was hurt."

Another traveler, Ana Diaz, was swimming in the sea when she heard her family calling her to come to the beach when they saw the helicopter descend. Diaz, who was visiting Miami with his family from Colombia, said he was only six or eight meters from where the crash occurred.

He described the crash scene like a movie with a very loud sound as the plane hit the water.

"I was really scared and I swam towards my family," Diaz said.

"I was very worried about that and it was a very difficult moment."
