SURABAYA - The East Java Provincial Government (Pemprov) collaborates and facilitates district/city governments, in making changes to the work culture towards digitizing the procurement process for goods/services (PBJ), especially those that are non-transactional. The collaboration is for improving public services, developing the economy with a wider positive impact.
"But to achieve a good PBJ requires various factors, one of which is building trust. To build trust in the PBJ ecosystem, the East Java Provincial Government has developed the JATIM BEJO (East Java Online Shopping) program," said the Governor of East Java, Khofifah Indar Parawansa, in Surabaya, Friday, February 18th.
Khofifah explained, JATIM BEJO, one of which is optimizing the use of online stores, is one part of the e-marketplace. According to Khofifah, this method is very suitable to be applied in conditions of the COVID-19 pandemic
"With this internalization, it is hoped that regional economic acceleration and stimulus, as well as orchestration and mobilization of online shopping culture on regional devices within the East Java Provincial Government can be realized soon," he said.
Thus, continued Khofifah, PBJ's transparency and accountability are more guaranteed, as well as a strategy in order to provide a stimulus for regional economic stability, through efforts to increase the participation of Micro and Small Enterprises (UMK) in the online government procurement process.
The JATIM BEJO program, continued Khofifah, does not only provide internal benefits for the provincial and district/city governments, but also provides an alternative to simple, fast, and easy PBJ methods for direct procurement spending.
"This also makes it easier for the government's internal supervisory apparatus to carry out supervision, as well as support the success of the national strategy, and prevent corruption in actions to increase professionalism and modernize the procurement of goods/services," he said.
Khofifah claims that East Java Bejo can also increase micro and small businesses, as well as make a positive contribution to improving public services. To date, 29 districts/cities in East Java have joined the JATIM BEJO program, with a total of 1,947 MSMEs with 36,105 commodities.
"Every year the number of direct spending transactions through the Jatim Bejo program always increases, which was initially only Rp. 180 million in 2020 to Rp. 47.2 billion in 2021. Now, from 2022 to February alone, it has reached Rp. 4.2 billion," he said.
This achievement is based on data released by the Government Goods/Services Procurement Policy Institute (LKPP) in mid-2021, where the East Java Provincial Government in PBJ transactions through the highest online stores in Indonesia.
"This is clear evidence of the East Java Provincial Government's support for the national strategy for corruption prevention (Stranas PK KPK), based on Presidential Regulation Number 54 of 2018 concerning the National Strategy for Corruption Prevention, including the implementation of online shops," he said.
