JAKARTA - The National Axis of State Sovereignty (PNKN) has registered the Application for Formal Examination of the State Capital Law (IKN) to the Constitutional Court (MK), Wednesday, February 2.
The Coordinator of the National Axis of State Sovereignty (PNKN) Marwan Batubara said that this application is still requesting a formal test, not yet a material test and it will be proposed.
"For this formal test, we have at least five reasons," he told reporters in front of the Constitutional Court (MK) Building on Jalan Medan Merdeka Barat, Gambir District, Central Jakarta, Wednesday, February 2.
Here are the five points that were revealed by Marwan at MK
First, regarding the formation of the IKN Law, it was not prepared and formed with sustainable planning.
Second, the IKN Law in its formation did not really pay attention to the content material, because many delegated material related to IKN in the implementing regulations.
Third, the IKN Law in its formation did not take into account the effectiveness of laws and regulations in society, both philosophically, sociologically and judicially. Fourth, the IKN Law was not made because it was really needed.
"We don't really need the fourth one, we don't really need this law. Not urgent this. Moreover, we already have so much debt, maybe by the end of this year there will be a debt of up to 7 thousand trillion, paying the debt of the state budget this year is more than 400 trillion," he said.
Based on the results of a survey from discussion groups and a study of Indonesian public opinion on December 19, 2021, as many as 61.9% of people disagreed with moving the capital city. Budget wastage was the main reason why respondents disagreed.
There were 35.3% of respondents who disagreed who answered this, while 18.4% considered the location chosen to be less strategic and 10.1% of respondents said that Jakarta's facilities were adequate.
Then, according to Marwan, 5.6% of respondents were worried that the debt would increase if the capital city relocation took place. 4.7% of respondents, said Marwan, felt that moving the capital city could change history or historical value.
"The fifth point is related to the formation of the IKN Law, which lacks public participation. This stage is considered very fast for the discussion of a bill related to IKN which is very strategic and has a broad impact. But the point is that in drafting and forming this law there is no continuous process," said Marwan.
