Accident Rate At 0.24, SKK Migas Gathers KKKS Leaders
JAKARTA - The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) gathered all leaders of Cooperation Contract Contract Contractors (KKKS) at the 2023 HSE (Health, Safety, & Environment) CEO Summit.
Head of SKK Migas, Dwi Soetjipto said this activity was held as an anticipatory step to prevent work accidents as well as the signing of a commitment to implementing the HSE Management System in the upstream oil and gas sector.
Dwi explained, of the 87 million working hours of upstream oil and gas operations until the end of March 2023, the incidence rate was at 0.24.
"This figure is still below the maximum specified incident rate (0.9) and is still better than the average incident rate recorded at the International Oil and Gas Producer, which is 0.77," he said.
Namnun, continued Dwi, the aspect of work safety is not only measured by statistics. He also did not deny that some of the incidents that have occurred recently and have attracted public attention.
"SKK Migas together with the KKKS take this seriously. For this reason, in the future SKK Migas will carry out a Safety Integrity Audit Program that includes audits of systems, equipment, workers, assets, management, and ALARP assessments, as well as application of technology SIAP SURVIVE, "said Dwi.
Dwi further added that SKK Migas has taken a number of steps to maintain HSE aspects in the upstream oil and gas industry, including approval and monitoring work, Program, & Budget aspects of HSE, incident investigations, issuing work safety circulars, HSE monthly meeting implementation, and, in 2022, developing machine learning applications for incident rate forecasting at the Integrated Operation Center SKK Migas.
In addition, to achieve the oil and gas lifting target in 2023, SKK Migas together with KKKS need to make massive and aggressive breakthroughs. Some of the activities carried out are the work of 11 projects planned for online in 2023, 1.048 drilling wells consisting of 991 development wells and 57 exploration wells, 834 workover activities, and 33.182 well service activities.
"We are working on these things together at this time. However, I reiterate, a massive and aggressive program does not make us compromise the HSE aspect. There is no job that is too important without being done safely," said Dwi.
