JAKARTA - The leadership of Commission VIII DPR together with the Minister of Religion, Yaqut Cholil Qoumas agreed with the cost of organizing the pilgrimage (BPIH) in 2023 amounting to Rp49,812,700 or Rp49.8 million per congregation. This figure increased by around Rp10 million from the cost of Hajj in 2022 which amounted to Rp39 million per congregation. This decision was taken after the DPR Commission VIII Working Committee and the government together with related parties held a marathon meeting to reduce the value of the hajj costs which was originally proposed to Rp69 million, down to Rp49.8 million per congregation. "Let me emphasize, Commission VIII DPR together with the Minister of Religion agreed on the average amount of BPIH per congregation for regular Hajj pilgrims Rp90,050,637.26. From this (number) which is the burden of the congregation that must be paid or the name Bipih, the obligation of the pilgrims that must be paid is Rp49,812,700,26 or 55.3 percent," said the Chairperson of Commission VIII DPR Ashabul Kahfi in the ratification of the 2023 hajj costs, Wednesday, February 15, evening. To adeten the figure of Rp90 million, he continued, then the cost of Rp40,237,937 or 44.7 percent is assigned to the value of benefits or BPKH. Commission VIII of the DPR and the government also agreed on the amount of BPIH with a postponement of 2020, which amounts 84,609 pilgrims to be dispatched this year will no longer be charged with additional repayment costs. "This is a form of affirmation of our separation to the people who will carry out the fifth Islamic harmony this year," said the PAN politician.
While the 2022 Hajj pilgrims paid off for the 2022 delay, the amount of 9,864 pilgrims was charged with repayment fees of Rp. 9,400,000. Then, for the 2023 Hajj pilgrims, the amount of 165,000 pilgrims was charged with the settlement fee of Rp. 23.5 million. "I think we are an effort of Commission VIII of the DPR as a form of our alignment with Muslims. Maybe this is not satisfactory for everyone but I believe our decision upholds the sustainability, justice and affordability," said Ashabul. "Therefore, with the pleasure of Allah SWT tonight I officially ratify BPIH 2023. Bismillah," said Ashabul while tapping the hammer of approval. Meanwhile, the Minister of Religion of the Republic of Indonesia Yaqut Cholil Qoumas, stated that the government and the DPR have agreed on the amount of BPIH which consists of Bipih and the amount of benefit. "We agreed BPIH 1444H for regular Hajj pilgrims per congregation amounting to Rp90,050,637.26. This number consists of two components, namely Bipih, which on average per congregation amounted to Rp49,812,700,26," said Minister of Religion Yaqut. He also thanked and expressed his appreciation to Commission VIII DPR and related parties who have worked hard to set the cost of Hajj 2023. Including not imposing a pilgrim that had paid off a delay to add a settlement fee. "Alhamdulillah it was agreed that delayed pilgrims do not need to increase costs, therefore it takes a benefit value of Rp. 8,090,360,313,67 or Rp8,09 trillion," Yaqut added.
It is known, the Indonesian Ministry of Religion initially proposed BPIH 1444 Hijri/2023 AD by reaching IDR 98.89 million per congregation, an increase of IDR 514.88,000 compared to last year. Of this amount, the costs that need to be borne by pilgrims (Bipih) reached 70 percent or IDR 69.19 million per person. Meanwhile, the remaining 30 percent or IDR 29.7 million were paid out of the value of the benefits of managing hajj funds. However, in a meeting some time ago, the Ministry of Religion of the Republic of Indonesia lowered the proposed BPIH 2023 simulation which was originally IDR 98.8 million to IDR 96.4 million. Thus, the proposed hajj cost decreased by IDR 2.4 million.
Today, Commission VIII of the DPR said that it had succeeded in reducing the BPIH 2023 proposal from IDR 98.8 million to IDR 90.2 million. So that the Bipiah paid per congregation is still in the range of IDR 49 million or to be precise IDR 49.8 million or 55.2 percent with a benefit value of IDR 40.4 million or 44.8 percent.
