In the early stages, prospective referees must take courses to obtain a basic license in the form of C3. The organizers of this course are the district/city PSSI Branch Association (Ascab). This stage, prospective referees will receive basic football-related education.

Materials provided at this stage are in accordance with FIFA standards. Apart from material, course participants will also receive training and physical tests. C3 licenses can be used as capital to lead amateur-level matches. The price of the C3 License course is approximately IDR 2,500,000.

Referee C2 licenses can be obtained by taking further-level courses. However, the condition is that the referee with the license C3 actively leads a match of at least 1 year. At this level, participants will also take part in the training held by the PSSI Provincial Association (Asprov) which includes theory and practices with a higher level than before. Participants will be charged a C2 License fee of approximately IDR 3,500,000.

Referee with this license can lead provincial-level football matches such as Porprov or Liga 3, Popda, or Porda.

Referee who has obtained a C2 license can proceed to the next stage to get a C1 license. Referee C2 will be viewed for his history and track record while being a referee, so prospective C1 license recipients must actively lead the previous match. Participants of this course will be charged a fee of approximately Rp. 10,000,000.

The C1 License course was held by the central PSSI as the highest federation of football in Indonesia. Participants will get quite complex materials and training and even more difficult. After being declared special and receiving a C1 license, the referee can lead national and League 1 and League 2 level matches.
