Reshuffle Of The Board Of Directors Of PT Jakpro Makes The Sunter ITF Project Motivated
Head of the DKI Jakarta Environmental Agency, Asep Kuswanto, admitted that the plan for the construction of the Sunter Intermediate Treatment Facility (ITF) was delayed again from the previously set target.
Previously, in the Anies Baswedan era as Governor of DKI, PT Jakarta Propertindo as BUMD who was given the assignment to build ITF Sunter had conducted an assessment with potential investors.
However, Asep said, the reshuffle of the board of directors of PT Jakpro carried out by the Acting Governor of DKI Jakarta Heru Budi Hartono in November 2022 resulted in the assessment process stopping.
Heru removed Widi Amanasto as President Director of PT Jakpro and replaced him with Iwan Takwin. Heru also overhauled a number of Jakpro directors.
According to Asep, the new Jakpro board of directors feels the need to review the assessment process with project partners ITF Sunter. This is what resulted in the initial construction target being delayed again.
"Until now, we have not found a partner. So, the new directors are looking forward to yesterday's (trapping) process, that's true or not. If the new directors have finished conducting a complaint test, hopefully the process can be continued again," said Asep at DKI Jakarta City Hall, Monday, February 13th.
Asep admitted that the DKI Provincial Government had sent a letter to Jakpro a few weeks ago. In the letter, the provincial government asked Jakpro to speed up the re-testing of prospective ITF Sunter investors.
After the partners are selected, he continued, the process will continue with the establishment of a cooperation agreement (PKS). Previously, the DKI Provincial Government had compiled PKS together with former partners who had withdrawn from the ITF project. It is possible that the contents of the agreement in PKS were changed again according to a new agreement with partners.
Asep still hopes that the Sunter ITF can begin its construction process in November 2023, as targeted by Jakpro a few months ago.
"Therefore, the sooner Jakpro decides on his partner, we can start discussions for this PKS. Is it then that partner still agrees with the existing PKS. That is what will be possible later after the elected partner, later we will inevitably start to discuss the PKS issue again," he explained.
Previously, PT Jakarta Solusi Lestari (JSL) as a subsidiary of PT Jakarta Propertindo which handled the Sunter ITF project set a target for work to begin in November.
"We have to carry out construction before the end of November because there is a target called RUPTL, a national electricity development plan, which we have to achieve before 2026," said PT JSL President Director Nagwa Kamal after a working meeting with Commission B of the DKI Jakarta DPRD, Tuesday, January 31.
This new target was set after President Joko Widodo summoned the Jakpro and JSL ranks a few days ago. At that time, Jokowi warned the business entity owned by the DKI Provincial Government to immediately realize the construction of the Sunter ITF.
"On Thursday, January 26, we were summoned by the National Energy Council chaired by Mr. Jokowi, who reminded DKI to immediately implement a general plan to use regional energy," he said.
In the DKI Regional Budget for the 2023 fiscal year, PT Jakpro received a capital injection of around half a trillion rupiah from the DKI Provincial Government to initiate the construction of the Sunter ITF which will be carried out by PT JSL as its subsidiary.
The plan is that this year's regional capital participation (PMD) allocation will be used as a guarantee for project-based learning (PJBL) implementation of IDR 480 billion, land preparation work of IDR 16.5 billion, project supervision of IDR 5.5 billion, and operational IDR 15 billion. Meanwhile, the total investment value of Sunter's ITF development is IDR 5.2 trillion.
