Policediscussed The Suspecting File Of The Village Mapping Corruption Case On 72 Village Budgets In Sitaro To The North Sulawesi Prosecutor's Office
The police handed over the suspect and evidence in the alleged corruption case in the management of 72 village income and expenditure budgets (APB Desa), to the village mapping policy in the Siau Tagulandang Biaro Islands Regency (Sitaro) for the 2019 fiscal year.
In this case, the suspect FG is the Head of the Facilitation Section for Data Planning and Village Evaluation for Village Administration at the Community and Village Empowerment Service of the Sitaro Islands Regency, North Sulawesi (Sulut).
"We have received the handover of phase II of the alleged corruption case in the procurement of village mapping with the suspect FG, a civil servant, on Tuesday (January 24)," said Head of the North Sulawesi High Prosecutor's Office (Kejati), Theodorus Rukampak, in Manado, Wednesday, January 25, confiscated by Antara.
As for the position of this case, it is suspected that corruption cases occurred in the policy of procuring village/assurement mapping in the 2019 FY APB in Sitaro Islands Regency with a budget value of Rp35,000,000.
The procurement starts from February 2019-December 2019 covering South West Siau District, East Siau District, South East East Siau District, Central Siau District, Tagulandang, South Tagulandang District, North Tagulandang District and Biaro District.
The alleged corruption was carried out by the suspect FG together with the LT Director of CV Inti Berkat Indah (the suspect in a separate file) and the suspect AAT as a former employee of the South Minahasa Regency Land Office and a former employee of PT. BFI Finance.
Theodorus said that the North Sulawesi Attorney General's Office suspected that the suspects had violated the law in ordering 72 Village Heads or Kapitalau in Sitaro Islands Regency to include village / village boundary mapping activities in the 2019 FY APBDes without going through village deliberation so that it was not in accordance with the RPJMDes and RKPDes.
This activity was included when assisted by the APBDes by the Assistance Team of the Sitaro Regency PMD Office.
Then the suspect asked LT Direktur CV Inti Berkat Indah through NL Alias Nixon husband LT to carry out village mapping work. Even though the CV does not conduct business in the field of surveys and mappings.
In addition, CV Inti Berkat Indah does not have experts who have survey, measurement and mapping certification so that the results of the work do not meet technical specifications as village maps. Including it cannot be accepted as a process of affirming village boundaries and cannot be technically and juridically accounted for.
Then, it cannot be processed to be determined in the Regent's Regulation and does not comply with the standards that can be integrated in the national database.
Furthermore, LT made a cooperation agreement with AAT to carry out village mapping work in Sitaro Regency with an agreement on the cost of mapping each village amounting to IDR 20,000,000.
Then AAT introduced his friend who really wanted FM as an expert who would carry out the village mapping work to be carried out by CV. Inti Berkat Indah, resulting in state/regional financial losses of Rp2,238,636,364 according to the Audit Report on the Calculation of State Financial Losses from the Sitaro Islands Regency Inspectorate Number: 003/LHA PKKN/Inspect/VIII-2022 dated August 12, 2022.
The suspect's actions are as threatened and regulated in Article 2 paragraph (1), and or Article 3 in conjunction with Article 18 of Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended and supplemented by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) of the 1st Criminal Code.
Furthermore, the suspect was detained by the Public Prosecutor for 20 days starting from January 24, 2023 to February 12, 2023 at the Class II A detention center in Manado, to undergo further legal proceedings.
The suspect's detention order was based on a Detention Order signed by the Head of the Sitaro District Attorney's Office, Aditia Aelman Ali SH, MH. Number: PRINT-28/P.1.20/Ft.1/01/2023 dated January 24, 2023 on behalf of the suspect FG.
The surrender of the suspect was received directly by Pingkan Gerungan SH, MH as Head of the Prosecution Section to the Assistant for Special Crimes at the North Sulawesi Prosecutor's Office, Orchido Bellamarga SH as Head of the Special Crimes Section of the Sitaro Kejari and other Public Prosecutors Team and the suspect accompanied by legal counsel.
