For Puteri Komarudin, The Job Creation Perppu Guarantees Labor Welfare

Member of Commission XI DPR Puteri Komarudin said the essence of Perppu Number 2 of 2022 concerning Job Creation guaranteed the welfare of workers.

"Because the essence of this Perppu is to perfect the substance in the Job Creation Law and try to ensure the welfare of workers," Puteri said in a statement in Jakarta Friday, January 20, quoted by Antara.

He assessed that the pros and cons of the issuance of Perppu Number 2 of 2022 concerning Job Creation are part of the dynamics of a policy. But what is certain is that the Job Creation Perppu actually shows partiality to workers.

For example, he said, the formula for calculating the minimum wage is not only based on inflation and economic growth conditions, but also by considering people's purchasing power.

So, he continued, there is flexibility for regions to adjust the minimum wage according to the economic conditions of each region and maintain a sense of justice and partiality for the community.

In addition, the outsourcing policy has also been adjusted so that it only applies to certain sectors according to the demands of labor unions, not wide open as in the previous Job Creation Law. The sectors will then be regulated in government regulations.

Likewise, for workers affected by layoffs, the Job Creation Perppu actually provides protection through the provision of job loss guarantees of 45 percent of wages for six months and is provided with training for "reskilling".

"We hope that legal certainty through the issuance of this Job Creation Perppu can be realized soon. This means that this Perppu can be implemented optimally through the various necessary implementing regulations," he said.

So, according to Puteri, this can immediately have a positive impact on the investment climate and maintain Indonesia's economic performance in challenging years.

Various international institutions have predicted that economic conditions in 2023 will be filled with high uncertainty. The government issued a Job Creation Perppu as an anticipatory step to deal with this uncertainty and at the same time to ensure the creation of legal certainty.

Coordinating Minister for Economic Affairs Airlangga Hartarto said the Job Creation Perppu was a continuation of the Job Creation Law which the Constitutional Court mandated to be repaired until November 2023.

Meanwhile, he continued, the current condition of the world is facing uncertainty. The war is not over, the impact of climate change and disaster, then the crisis in the food, energy, and sector of finance.

Therefore, the government needs to issue a Job Creation Perppu to anticipate this condition. Moreover, there is an investment target of IDR 1,400 trillion in 2023.

The existence of the Job Creation Perppu is expected to create a conducive investment climate while at the same time encouraging additional employment opportunities.

Airlangga emphasized that in an abnormal economic situation, better ease of doing business and climate are needed. Thus, through the Job Creation Perppu, it is hoped that domestic investors will be able to expand their business and MSMEs will continue their business.

In addition, the Government and the Financial Services Authority have also extended credit restructuring for MSMEs until March 2024.
