The Ministry Of Health Has Issued A Circular On Anticipation Of Mutual Claims For Handling Specialist Doctors In Hospitals
JAKARTA - The Ministry of Health (Kemenkes) prevents mutual claims for handling specialist doctors in hospitals by issuing circulars related to shared competency or competency sharing.
"To answer the existence of the same competence or intersecting between specialist doctors, specialist dentists, and subspecialist doctors, subspecialists dentists, it is necessary to arrange shared competency so that there are no mutual claims of services," said Minister of Health (Menkes) Budi Gunadi Sadikin in his statement, Monday 9 January.
Competency that intersects among the professions of health workers, often has an impact on services for patients, even has the potential for debate and internal conflicts in professional medical organizations.
"In a certain medical service, it turns out that in practice it can be done by specialist doctors, or specialist dentists, and subspecialists or subspecialists from different specializations or subspecializations," he said.
For this reason, the Ministry of Health issued a Circular Number HK.02.01/MENKES/5/2023 concerning Health Service Arrangements for Specialist Doctors/ Specialist Dents and Subspecialist Doctors/Subspecialist Dental Doctors with Alluding Competency Through Sharing Competency in Hospitals.
The circular asks hospitals to focus on providing health services according to specialistics and subspecialistics needs, including the use of facilities, infrastructure, and medical devices.
In addition, every health worker must have competency standards that have been ratified in accordance with the provisions of the legislation or white paper, each specialist or subspecialist.
Health workers are also required to have a clinical appointment based on the recommendations of the medical committee from the head of the hospital where they are on duty.
"Recommendations from the medical committee are given based on competency certificates or additional competency certificates or other documents that prove the competence of medical personnel," he said.
The Ministry of Health also pays attention to the aspect of monitoring and evaluation of the application of shared competency which is carried out regularly in providing effective, quality and standardized health services to ensure patient quality and safety.
At this stage, the results of monitoring and evaluation are submitted to the Minister of Health through the Director General of Health Services every three months.
"Later on, the results of the report will be used as material to conduct an assessment in the hospital accreditation and reaccreditation process," he said.
