Partai Unqualified Verification Of Participants In The 2024 Election: Incomplete Administrative Requirements, But The President Is Blamed
The General Election Commission (KPU) of the Republic of Indonesia, on December 14, 2022, has determined only 17 parties to qualify as participants in the 2024 General Election. One other party that had passed the administrative verification, namely the Ummat Party, was apparently proven not to meet the requirements during factual verification in two provinces.
Thus, the KPU decided that the Ummat Party could not participate in the 2024 General Election.
Referring to KPU Regulation Number 4 of 2022, political parties, especially parties that were not participants in the previous election, must meet the requirements, not only based on administrative verification results but also factual verification.
Another requirement is that political parties that are candidates for the election participants must also have management in all provinces, have management in 75 percent of the number of regencies/cities in the province, and have management in 50 percent of the total sub-districts in districts/cities.
Based on the results of factual verification, as a new party or not a participant in the previous election, the Ummat Party does not meet the requirements in the provinces of East Nusa Tenggara and North Sulawesi.
KPU commissioner Idham Kholik said the Ummat Party only fulfills membership in 12 districts/cities from the minimum membership requirements in 17 regencies/cities in East Nusa Tenggara Province.
"Likewise in North Sulawesi, the Ummat Party only fulfills membership in 1 district from the minimum membership requirements in 11 districts/cities," he said when confirmed.
The Deputy Chairperson of the Ummat Party accused the KPU of discrepancies in the data between the data provided by his party and the results of factual verification carried out by the KPU.
KPU is not right, it is not according to the data. We also suspect that there is data manipulation, in the sense that our membership data was even given to other parties," he said when meeting media crews at the KPU office on December 14.
One day before the appointment of the Chairman of the Ummat Party Syura Council, Amien Rais had also suspected what would happen. Indeed, there are indications of blocking new parties, especially the Ummat Party so that they cannot contest the 2024 General Election. Of course, only great powers can do this.
"We have valid A1 information that on December 14, 2022 tomorrow, all new parties and non-partial parties will be released by the KPU except the Ummat Party," said Amien.
President Joko Widodo (Jokowi), when giving a speech at the 16th Anniversary of the Hanura Party on December 21, 2022, had mentioned whether or not the party passed the 2024 election.
According to Jokowi, it is purely the authority of the KPU. It has nothing to do with him or the palace. The KPU is an independent institution that cannot and cannot be intervened in carrying out its duties.
The KPU's business, but those who were accused of not qualifying, immediately pointed out the palace to interfere, great strength intervened, great strength of intervention. I don't understand anything about the problem," said Jokowi.
Jokowi is also worried that a similar incident will repeat itself during the coalition or presidential election later. If they fail to form a coalition or do not pass the presidential election, the accusations will immediately lead to the palace.
"In fact, we don't understand. The coalition between parties, the coalition between party heads who met, but the best thing was that they were scapegoating the president, palace, Jokowi. The best was. The easiest and the easiest," he continued.
Jokowi added, "There will be more maybe, maybe for the presidential election it can be like that again. There are people or figures who really want to get a vehicle so they can nominate, they can't. It's no longer the president participating, the palace is participating, big strength is involved, what's the business with me?"
Bawaslu then opened a mediation space between the KPU and the Ummat Party. As a result, the Ummat Party has the opportunity to undergo re- factual verification. Meeting the shortage of members in five districts/cities in NTT and meeting the number of party memberships in 10 districts/cities in North Sulawesi.
Bawaslu set a deadline of December 30, 2022. If it meets the requirements, the KPU will again hold a plenary determination of the party participating in the election, including the draw for party serial numbers.
"Alhamdulillah, after the mediation process for two days, we reached a re- factual verification agreement in two regions, NTT and North Sulawesi, especially in areas that did not meet the requirements," said General Chairperson of the Ummat Party Ridho Rahmadi in a press conference held online, Tuesday, December 20, 2022.
In accordance with the Decree of the General Election Commission (KPU) of the Republic of Indonesia Number 518 and the Minutes of Procedure Number: 310 / PL.01.1-BA / 05/2022 concerning Determination of the Number for Political Parties Participants in General Election, the following is a list of political parties participating in the 2024 General Election according to serial number:
