Yamashita, who was born in Tokyo on February 20, 1986, received a FIFA certificate in 2015. She then led the 2019 FIFA Women's World Cup in France and the 2020 Summer Olympics in Tokyo.

She attended the University of Tokyo Ggaugei and led the first, second and third tier leagues in Japan. In 2022, she became the first female referee to host a match in the Asian Champions League.
