Continuing Molor, The DKI DPRD Seeks To Raperda Non-Smoking Areas And The Regional Regulation For Legal Aid Discussed Next Year
JAKARTA - The Regional Regulation Formation Agency (Bapemperda) of the DKI Jakarta DPRD seeks that the Draft Regional Regulation (Raperda) for Non-Smoking Areas (KTR) and the Legal Aid Raperda can be discussed next year.
Deputy Chairman of Bapemperda of the DKI Jakarta DPRD, Suhaimi, explained that the two regional regulations that have been proposed for years are expected to be included in the priority Raperda in 2023.
"Bapemperda will try it as much as possible (to discuss the Raperda KTR and the Raperda Legal Aid). We also want to discuss a more effective mechanism for discussion," said Suhaimi in a statement quoted from the official website of the DKI DPRD, Wednesday, October 19.
The KTR Raperda has been proposed since 2016 and has been pushed back to become a priority Raperda several times and lastly in 2020.
Meanwhile, the Raperda Legal Aid has been proposed since 2014. However, until now, the two regional regulations have not been discussed and are included in the discussion priorities.
According to Suhaimi, the two Raperda have been awaited to be ratified by the people of Jakarta. He also hopes that the Raperda KTR which will be ratified later can strengthen Governor Regulation number 40 of 2020 concerning guidelines for implementing, supervising and enforcing non-smoking areas.
Meanwhile, for the Regional Regulation on Legal Aid, Suhaimi appealed to the executive to prepare all the basics and requirements carefully. So, there are no obstacles when Bapemperda conducts discussions.
"So, we hope that the executive once proposes, is responsible. Don't just give a title, when we want to discuss there is no NA (Academic Naskah). Not ready yet. So it's good to be proposed and ready," he explained.
For information, currently there are 35 proposals for the Raperda from 21 regional work units (SKPD) of DKI Jakarta. 35 draft regional level regulations will be filtered again to determine priorities.
The 35 interim Raperda proposals from the executive are Changes in the Regional Revenue and Expenditure Budget for Fiscal Year 2023, Regional Revenue and Expenditure Budget for Fiscal Year 2024, Accountability for the Implementation of the APBD for Fiscal Year 2022, Utilities Network, Electronic Traffic Control.
Furthermore, the Jakarta Transportation Master Plan, Regional Property Management, PT Regional Credit Guarantee (Perseroda), PT Food Station Tjipinang Jaya (Perseroda), DKI Jakarta Provincial Industrial Development Plan 2023-2043, and Domestic Wastewater Management.
Then, the Implementation of the Food System, Implementation and Management of Education, Papa Cigarette Areas, Ease of Doing Business, Drinking Water Management, Spatial Planning for the Province of the Special Capital Region of Jakarta 2022-2042.
Then, the Flats, Amendments to Daeran Regulation Number 3 of 1986 concerning Civil Servant Investigators in DKI Jakarta Province, Public Order, Jakarta Industrial Estate Pulogadung (Perseroda), and Amendments to Regional Regulation Number 10 of 2018 concerning Limited Liability Company Jakarta Propertindo (Regional Company).
Including the proposal of the Regional Legal Aid, Regional Tax and Retribution Raperda, Facilitation of Prevention, Circulation, Suspension and, Abuse of Narcotics and Precursors Narcotics, Plans for Environmental Protection and Management, Building Buildings, Implementation of Population Administration, Amendments to Regional Regulation Number 4 of 2019 concerning Regional Health Systems, Plans for Protection and Management of Air Quality, Providing Investment Incentives and Ease in DKI Jakarta, Funeral Management, Inbreng Government Lands to PT Jakarta Propertindo (Perseroda), Amendment to Regional Regulation Number 9 of 2018 concerning Limited MRT Jakarta Company (Regional Company), and Amendments to Regional Regulation Number 4 of 2014 concerning the Establishment of BUMD PT TransJakarta.
