91 Violators Of The Reclame Regional Regulation In Yogyakarta In The Judicial Process, Total Fines Received By City Government Rp114.75 Million

DIY - Yogyakarta City Satpol PP recorded 91 cases of violations of the Regional Regulation on the Implementation of the Reclamation of Justice in court throughout 2022. The total fine that must be paid by the retailer for violators of the regional regulation is Rp. 114.75 million.

"We carry out two types of activities to enforce regional regulations regarding billboards, namely jurisdiction and non-juristion. Everything goes hand in hand with the aim of maintaining the aesthetics of the City of Yogyakarta," said the Head of Enforcement of the Yogyakarta City Satpol PP Law, Dodi Kurnianto, in Yogyakarta, Thursday, September 29.

This judicial process is carried out on billboards that do not have a permit. "It has the potential to harm regional finances because there is no income from the reclamation tax that comes in as local revenue," he added.

He said that the non-compulsion enforcement process was carried out by giving warnings, stopping the function of billboards by attaching stickers or closing billboards, so that demolition would not work.

"It's just that, there are obstacles in enforcing the rules. Usually, it is difficult for us to know the owner or manager of billboards who violate these rules," he said, quoted by Antara.

Regional Regulation Enforcement Activities Number 2 of 2015 concerning the Implementation of billboards is not only carried out on large billboards or billboards, but also on incidental billboards that are usually in the form of banners and X-rays.

For small incidental billboards, officers are given the authority to immediately control or dismantle if the billboard is not licensed or the installation violates the rules.

For example, installed in public facilities, at power poles, traffic signs or in parks. Officers can immediately dismantle it," he said.

As for large billboards and permanent installations, there is a control mechanism that must be passed, namely starting with the provision of a warning letter and the owner or manager is still given the opportunity to take care of the permit.

Dodi said that controlling billboards was a routine task for Yogyakarta City Satpol PP personnel when conducting mobile patrols.

"If routine control is not carried out, then the city of Yogyakarta can be covered by billboards," he said, calling the location around the intersection of the road a favorite point for installing billboards.

From January to the end of September 2022, the total number of classified billboards was recorded at 3,433 consisting of 3,295 controlling incidental billboards, 129 giving warnings, four demolitions, and five halting functions.

"We have also brought order to the billboards from the results of BPK's recommendations, the billboards are known not to pay taxes," he said.

Until the end of March 2022, there were 152 billboards recommended by the BPK to be disciplined and continue to process so that currently there are 62 billboards remaining.

"Some have been given the last warning letter, their functions have been stopped, some have fulfilled their obligations to pay taxes or have lowered their billboards themselves," he said.

He hopes that the owner or manager of the billboard will comply with the rules by taking care of licensing before installing a billboard so that the aesthetics of Yogyakarta City as a city of tourism and culture are not disturbed so that tourists who come can enjoy the atmosphere of the city more comfortably.
