YOGYAKARTA - Anies Baswedan, Governor of DKI Jakarta, instructed the reclamation of Pulau G to become a residential area. At the end of his term of office which will be completed on October 16, 2022, Anies settled the Pulau G area as a threshold zone.

Anies Baswedan is considered inconsistent in his promise to reject the reclamation. The previous reclamation project was initiated by the former Governor of DKI Jakarta, Basuki Tjahaja Purnama alias Ahok. Since the government was held by Anies, the reclamation policy has been carried out on a long road until it has finally been designated as a threshold zone.
Anies Baswedan made the decision to be the result of the reclamation of Pulau G as a residential area. On June 27, 2022, Anies issued Governor Regulation Number 31 of 2022 concerning Detailed Spatial Planning (RDTR).
Article 192 paragraph (2) of Gubernatorial Regulation Number 31 of 2022 contains the rules for the function of Pulau G for residential areas. "The reclamation area of Pulau G as referred to in paragraph (2) letter a is directed at residential areas."
The article also regulates the threshold zone and two criteria for determining the threshold zone area. First, the threshold zone is applied to areas with criteria for land expansion, reclamation, reserve land, emerging land or the back area of the Nation Capital Intergraded Coastal Development (NCICD) embankment whose space has not been determined.
Second, the threshold zone is also applied to areas with criteria for land expansion or reclamation that have obtained approval for the implementation of reclamation from the minister of government affairs in the marine and fisheries sector.
The threshold zone in question includes: Pulau G reclamation area, Ancol expansion area, Rorotan area as a reserve area, the back area of the coastal embankment.
Pergub also regulates that land allocations can be submitted by applicants or regional managers by submitting development proposals. The proposal must consider the economic, social, and environmental side as well as development dynamics.
The reclamation of Pulau G and other areas in Jakarta has been carried out during the Ahok era of government. The purpose of the reclamation is to be used as a breeding area to a place to establish a business. The reclamation was initiated due to the availability of land that is running low in the capital and the high population density.
In 2018, Anies or the DKI Provincial Government withdrew the letters of the issuance of the Building Use Rights (HGB) certificate for the islands of C, D, and G. However, BPN stated that it could not fulfill Anies' request because the issuance of certificates was in accordance with land law.
In November 2018, Anies signed Governor's Decree Number 1744 of 2018 concerning the Name of Our Beach Area, the Pantai Maju Area, and the North Jakarta Administrative City Joint Beach Area. The names of Pulau C, D, and G, were also changed as the name of the Governor's Decree.
On April 13, 2020, President Jokowi signed Presidential Regulation (Perpres) Number 60 of 2020 concerning Spatial Planning for the Jakarta Urban Area, Bogor Depok, Tangerang, Puncak, and Cianjur.
Jokowi allows the construction on the reclamation islands that have been formed, namely the islands C, D, G, and N. The four islands are classified as the cultivation zone number 8 of the 'B8 zone'.
The request to extend the reclamation permit for Jakarta Beach, Pulau G, also came from the Supreme Court. As stated in the Supreme Court's decision that the reclamation permit had been regulated in detail in Presidential Decree No. 12 of 2012.
Now Pulau G has been designated to be used as a residential area. The reason Anies Baswedan reclamation of Pulau G is to accommodate the needs of the community considering the availability of land is decreasing.
