Evaluation Of The 2021 DKI Regional Budget Accountability, DPRD The Implementation Value Of The Budget Is Not Good
JAKARTA - The DKI Jakarta DPRD has evaluated the accountability for the implementation of the 2021 budget year. This evaluation was carried out in meetings of the DKI DPRD Commission with the DKI Jakarta Regional Government Budget Team (TAPD) which have been running in the last few days.
Deputy Chairman of the Budget Agency (Banggar) of the DKI Jakarta DPRD, Misan Samsuri, said that overall DPRD assessed that the quality of the implementation of DKI Provincial Government's budget activities throughout 2021 was not good.
In this case, the 2021 APBD left the remaining excess budget calculation (silpa) which was quite high, amounting to Rp9.72 trillion.
"Banggar's friends consider it not good, indeed, this 2021 APBD activity. One of the indicators is a high Silpa. The sign is that many budgets are not absorbed," said Misan when contacted, Monday, September 5.
In its evaluation, each Commission of the DKI Jakarta DPRD provides their respective notes. Commission A appealed to the DKI Provincial Government to control local government assets that are not used, so that they are not taken or taken over by other parties.
Then, Commission B asked all ranks of the DKI Provincial Government to improve the mechanism for preparing budget planning. If the planned program has a small chance of implementing it, it is better not to propose it.
Meanwhile, Commission C urges the ranks of DKI Jakarta Governor Anies Baswedan's subordinates to be more realistic in setting the regional retribution revenue target. Then, Commission D asked the DKI Goods and Services Procurement Service Agency (BPPBJ) to be more intense in communicating with working groups (pokja) to minimize the frequent auction failures.
Finally, Commission E encourages the DKI Health Office to improve facilities and infrastructure in a number of Healthy Homes (RS) so that the community can be served optimally.
Furthermore, Misan admitted that his party understands that the COVID-19 pandemic is one of the causes of the lack of budget.
"On the one hand, we also understand yesterday's conditions in 2021, the situation is not good because of the pandemic. Maybe the regional executive is overwhelmed by focusing on tackling COVID-19," he said.
Therefore, Misan asked the DKI TAPD to consistently follow up on every note submitted by the commissions to improve the implementation of the APBD the following year. Especially in budget absorption, so as to minimize silpa.
"From several commissions, most are about planning activities that should be made properly so that there is no silpa," he said.
