During The KPK Expert Witness Session, Ade Yasin Met With The BPK Auditor, Not Violations

BOGOR - The expert witness presented by the KPK prosecutor, Wiriawan Chandra, assessed that in the alleged bribery case regarding an unqualified opinion (WTP), Bogor's inactive Regent Ade Yasin's meeting with the BPK auditor was not a violation.

Wiryawan, who is a lecturer at the Faculty of Law, Atma Jaya University, Yogyakarta, explained that the meeting was allowed as a door to improve government financial reports.

"The meeting rooms are indeed provided for improvement. Invite regional heads to make improvements," he said when attending an online session led by the chief judge Hera Kartiningsih at the Bandung Corruption Court, West Java, Monday, August 29.

The reason is, BPK provides opportunities for institutions being examined to correct financial reports if there are findings in the field by BPK auditors.

"In principle, it must make the implementation of the law effective. If these meetings must be in order to streamline the results of the auditors," said Wiriawan.

Meanwhile, the expert witness presented by the defendant Ade Yasin, Inspector IV of the Inspectorate General of the Ministry of Home Affairs, Arsan Latif, stated that the improvement of financial reports is an obligation for government institutions after going through an examination process by the BPK RI.

"If the regional head does not improve his obligations (the BPK findings), this will become a question," said Arsan.

He then answered regarding the effort to obtain the Regional Incentive Fund (DID) which was said to be the motive of the Bogor Regency Government in the alleged bribery to obtain a WTP opinion.

"As far as I know, WTP is a small part to get this DID," he said.

The trial, led by Chief Justice Hera Kartiningsih, previously presented 39 witnesses from the KPK prosecutor, with four defendants, namely Ade Yasin, Head of Sub-Directorate of BPKAD Ihsan Ayatullah, Secretary of the PUPR Service Adam Maulana, and PPK of the PUPR Service Rizki Tufik Hidayat.

At the previous hearing, BPK auditor Anthon Merdiansyah when he was a witness to the KPK prosecutor denied that there were spectators of an unqualified opinion (WTP) with Ade Yasin.

Anton admitted to the panel of judges that he had met with Ade Yasin in October 2021, but not in the context of western Indonesia time.

The reason is, even though he is in charge, Anthon does not have the authority to disclose the examination results report (LHP) on local government financial reports (LKPD).

"You don't have the authority. (All the examiners) don't," Anthon told the panel of judges.
